Trade Agreement: WTO-AGP/NAFTA/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: All interested suppliers may submit a bid Attachment: YES (MERX) Electronic Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: Yes Nature of Requirements: Architectural & Engineering Services, Water and Sewage Systems, Eureka, Nunavut ET025-151029/A Fagan, Mike Telephone No. - (204) 983-6103 Fax No. - (204) 983-7796 Email: mike.fagan@pwgsc-tpsgc.gc.ca Public Works and Government Services Canada (PWGSC) intends to retain the services of a Civil / Municipal Engineering firm, acting in the capacity of prime consultant as the coordinating engineer of record, together with a multi-disciplinary team of sub-consultants for the provision of services required for this project, as more fully described in the Terms of Reference (TOR). Proponents are hereby informed that this procurement is subject to the Nunavut Land Claims Agreement, Article 24 - Government Contracts. Environment Canada (EC) has identified a need to upgrade: 1) the water supply and treatment system including construction of a new above grade reservoir, and 2) the sewage and wastewater treatment system including provision of a new chemical/physical treatment system and upgrades to the existing sewage lagoon at the High Arctic Weather Station in Eureka, Nunavut. The Request For Proposal (RFP) process will be conducted in two phases. The first phase will cover the qualifications, experience and organization of the proposed consultant team. Following the evaluation and rating of the phase one proposals, Proponents will be advised of their competitive standing and will have the opportunity to decide whether or not to continue their participation by submitting a Phase Two proposal. Phase Two proposals will cover the detailed approach to the work, and the pricing and terms offered. A combination of the Phase One and the Phase Two submissions will constitute the final proposal. Bidders are responsible for obtaining copies of bid forms, special instructions and amendments issued prior to bid closing, and are to ensure they are addressed in the submitted bid. This procurement contains mandatory requirements. Failure to comply may result in rejection of your bid. SECURITY RELATED REQUIREMENT: This procurement contains a mandatory security requirement for the performance of the subsequent contract. Standard terms and conditions for this procurement are incorporated by reference into, and form part of, the bid and contract documents. The standard documents are issued by Public Works and Government Services Canada and may be viewed at (https://buyandsell.gc.ca/policy-and-guidelines/standard-acquisit ion-clauses-and-conditions-manual). Firms intending to submit bids on this project should obtain bid documents through the service provider. Firms that obtain bid documents from a source other than the official site run the risk of not receiving a complete package.
