Public Works and Government Services Canada (PWGSC) intends to
retain the services of a mechanical engineering firm, acting as
the Prime Consultant, together with a multidisciplinary team of
sub-consultants, to undertake Piping Replacement at the RCMP "D"
Division Building, 1091 Portage Avenue, Winnipeg, Manitoba, as
more fully described in the Terms of Reference (TOR).

The Request For Proposal (RFP) process will be conducted in two
phases. The first phase will cover the qualifications,
experience and organization of the proposed consultant team.
Following the evaluation and rating of the phase one proposals,
Proponents will be advised of their competitive standing and
will have the opportunity to decide whether or not to continue
their participation by submitting a Phase Two proposal. Phase
Two proposals will cover the detailed approach to the work, and
the pricing and terms offered. A combination of the Phase One
and the Phase Two submissions will constitute the final proposal.

Proponents shall be licensed, or eligible to be licensed,
certified or otherwise authorized to provide the necessary
professional services to the full extent that may be required by
provincial or territorial law in the province of Manitoba.

This procurement contains mandatory requirements. Failure to
comply may result in rejection of your bid.
