This RFP is being amended to allow and encourage Proponents to use the epost Connect service provided by Canada Post Corporation to transmit their proposal electronically. Proponents must refer to GI16, Submission of proposal, and SRE 2, Proposal Requirements, for further information. This email address is to be used to open an epost Connect conversation, as detailed in General Instructions, or to send proposals through an epost Connect message if the proponent is using its own licensing agreement for epost Connect. ******************************************* This procurement is subject to the Agreement Between the Inuit of the Nunavut Settlement Area and Her Majesty the Queen in Right of Canada Public Services and Procurement Canada (PSPC) Real Property Services (RPS) requires the services of a consultant firm to complete the design, installation and commissioning of a new replacement generator, replacement of 2100 m2 of roofing, and construction of a heated enclosure addition of 200 m² to be undertaken at the PCSP location in Resolute Bay, NU, by acting as prime consultant with a multi-disciplinary team of sub-consultants and specialists for the provision of design services for the development of small craft harbours at Resolute Bay , Nunavut, as more fully described in the Terms of Reference. Due to the impacts of the COVID-19 pandemic and to encourage physical distancing, the bid receiving unit in Winnipeg will remain open but with limited staff and limited hours: Monday, Wednesday, Thursday and Friday, 9 am to 11 am, and Tuesday, 9 am to 2 pm (local time). Please monitor Buyandsell.gc.ca closely as changes to bid closing dates may be necessary. The RFP process will be conducted in a single phase selection process. Proponents responding to the RFP are requested to submit a full and complete proposal comprised of the qualifications, experience and organization of their proposed consultant team; their approach to performing the technical work, and their pricing and terms offered. Proponents must submit all technical information together with their price proposal in a separate sealed envelope. Firms intending to submit bids on this project should obtain bid documents through the Government Electronic Tendering (GETS) service provider at http://Buyandsell.gc.ca/tenders. Firms that obtain bid documents from a source other than the official site run the risk of not receiving a complete package. Bidders are responsible for obtaining copies of bid forms, special instructions and amendments issued prior to bid closing, from the Government of Canada web site, and are to ensure they are addressed in the submitted bid.
