The objective of this RFP is to retain an individual Contractor or Joint Venture to provide the complete design-build work for the Parking Lot Paving at the Government of Canada Building (GOCB), Iqaluit, NU. . Utilizing a D-B service delivery methodology, a full range of professional consultant and contractor services will be required during both the design and construction phases of the project. The work consists of but is not limited to the design and construction of a paved parking lot, as more fully described in the Project Brief. IMPORTANT NOTICE: New measures related to Code of Conduct and certifications included in the solicitation documents requires attention. This is a single phase selection process. This RFP Document sets out the project requirement, i.e., the particulars of the project itself and the broad scope of services required from the Contractor. Based upon their analysis of the project requirements and the capability/capacity of their firm, the bidders formulate bids for the service, including their price. The bidders describe their capabilities and proposed services in the "Technical Portion" of the submission (Envelope One). The "Price Portion" includes the proposed price and bid security which is submitted in a sealed envelope (envelope two). The Technical Portion of competitive bids are evaluated, without knowledge of the price, by the Technical Evaluation Board. Evaluation is based on a set of pre-established criteria, components and weight factors. Numerical technical scores are awarded at the completion of the technical evaluation. Price envelopes are then opened for the technically qualified proposals. The responsive submission with the lowest price will be recommended for award of the contract. NOTE: This procurement is subject to the Nunavut Land Claims Agreement. Tenderers are responsible for obtaining copies of tender forms and special instructions which are available directly from the MERX site. It is the responsibility of the Tenderer to ensure that all addenda issued prior to tender closing have been obtained and addressed in the submitted tender.
