    Public Works and Government Services Canada (PWGSC) intends to
    retain the services of an architectural firm, acting as the
    Prime Consultant, together with a multidisciplinary team of
    sub-consultants, to undertake the design of and provide
    construction administration and site services needed to renovate
    an existing Health Canada building to new office space, in Sioux
    Lookout, Ontario, as more fully described in the Terms of
    Reference.
    
    The Request For Proposal (RFP) process will be conducted in two
    phases. The first phase will cover the qualifications,
    experience and organization of the proposed consultant team.
    Following the evaluation and rating of the phase one proposals,
    Proponents will be advised of their competitive standing and
    will have the opportunity to decide whether or not to continue
    their participation by submitting a Phase Two proposal. Phase
    Two proposals will cover the detailed approach to the work, and
    the pricing and terms offered. A combination of the Phase One
    and the Phase Two submissions will constitute the final
    proposal. 
    
    SUMMARY OF SERVICES:
    .1	The services of an architectural firm, acting as the
    Coordinating Registered Professional registered in the province
    of Ontario (Prime Consultant) will be required to undertake a
    detailed comprehensive architectural assessment included
    detailed evaluation of all building (and site) components,
    systems, and elements including electrical, mechanical, civil,
    and structural of the existing building and adjacent site.
    .2	The Architect will undertake comprehensive pre-design
    functional programming, options analysis, and cost estimation of
    selected options producing a functional program.
    .3	Design of and provide construction site services.
    	.1	The project will be renovation to the existing Hostel
    Building with a useable area of approximately 1,200 M² to house
    the functions of Health Canada.
    	.2	The building will be completely finished to allow for fit-as
    office space.
    	.3	The prime consultant will provide expertise in architecture,
    civil, structural, mechanical, and electrical engineering.
    
    Bidders are responsible for obtaining copies of bid forms,
    special instructions and amendments issued prior to bid closing,
    and are to ensure they are addressed in the submitted bid. 
    
    This procurement contains mandatory requirements. Failure to
    comply may result in rejection of your bid.
