    This procurement is set aside under the federal government's
    Procurement Strategy for Aboriginal Business (PSAB), as detailed
    in Annex 9.4 Requirements for the Set-aside Program for
    Aboriginal Business, of the Supply Manual.
    
    This procurement is set aside from the international trade
    agreements under the provision each has for set-asides for small
    and minority businesses. 
    
    Further to Article 1802 of the Agreement on Internal Trade
    (AIT), AIT does not apply to this procurement.
    
    Work of this contract comprises the furnishing of all labour,
    materials, equipment and supervision required for the breakwater
    extension, as more fully described in the drawings and
    specifications, at Berens River (Sigurdsson Island), Mb.
    ·	Work on site not to begin until after the end of the fall
    fishing season or by October 31, 2015.
    ·	Removal of existing float wharves and associated works to be
    completed before harbour freeze-up.
    ·	The remainder of the work is estimated to be completed by
    March 10, 2016.
    Berens River is a community located approximately 270 air
    kilometres north of Winnipeg, Manitoba on the east shore of Lake
    Winnipeg at the mouth of the Berens River. There is no road
    access to the work site at Sigurdsson Island. There may be some
    local labour, material, and equipment available. Bidders will be
    responsible to make their own arrangements. 
    
    Bidders are responsible for obtaining copies of bid forms,
    special instructions and amendments issued prior to bid closing,
    from the Government of Canada web site, and are to ensure they
    are addressed in the submitted bid. 
    
    This procurement contains mandatory requirements. Failure to
    comply may result in rejection of your bid.

    The Crown retains the right to negotiate with suppliers on any
