    RFSO Air and Water Balancing Services, Canadian Science Centre for Human and Animal Health (CSCHAH), 1015 Arlington Street and 820 Elgin Avenue, and JC Wilt Infectious Diseases Research Centre (JCWIDRC) at 745 Logan Avenue, Winnipeg, Manitoba.
    
    Request for a Regional Individual Standing Offer to supply all materials, equipment, labour, transportation, and supervision necessary to perform the following work, as more fully described in the Statement of Work, at Public Health Agency (PHAC) facilities, Winnipeg, Manitoba.
    
    1. The Scope of Work detailed herein includes, but shall not be limited to, the provision, by the Contractor, of all labour, supervision, material and equipment necessary to complete the work and provide the services as detailed herein.  
    2. It is the intent of this Standing Offer to provide skilled and licensed technicians as requested by Public Health Agency of Canada (PHAC) in the form of service calls for air and water balancing services.
    3. A copy of each Air Balancing Technicians current licence/certification is to be provided to the Departmental Representative upon request.  
    4. It is anticipated that one (1) firm will be issued a standing offer. The standing offer will be issued for a 5 year term. The estimated usage is $500,000.00 GST included.
    
    OPTIONAL SITE VISIT: It is recommended that the Bidder or a representative of the Bidder visit the work  site. Arrangements have been made for the site visit to be held at 1015 Arlington Street, Winnipeg, Manitoba on March 22, 2016. The site visit will begin at 10:00h CDT, in the Orientation Room. Attendees will be required to report to the main reception desk prior to the start time, and provide photo identification. 
    
    Bidders should communicate with the Contracting Authority no later than 14:00h CDT, March 21, 2016 to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. 
    
    Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
    
    Firms intending to submit bids on this project should obtain bid documents through the Government Electronic Tendering (GETS) service provider at http://Buyandsell.gc.ca/tenders. Firms that obtain bid documents from a source other than the official site run the risk of not receiving a complete package.
    
    Bidders are responsible for obtaining copies of bid forms, special instructions and amendments issued prior to bid closing, from the Government of Canada web site, and are to ensure they are addressed in the submitted bid.
