Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: All interested suppliers may submit a bid Attachment: None Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: TITLE: Design and fabrication of a bench mount test fixture for recoil measurement Scope of the work: The Statement of Work (SOW) describes the services required by Defence R&D Canada - Valcartier (DRDC Valcartier) aim at carrying out the following objectives : The objective of this work is to develop, fabricate and test three (3) bench mount test fixtures for recoil measurement and a test fixture to characterise the components of these recoil test fixtures. The three recoil test fixtures will be designed and built sequentially with increasing levels of complexity. The first recoil test fixture will only have translation motion in the x-axis (one-degree-of-freedom). The second test fixture will allow rotation in the vertical and horizontal planes about the end of the butt stock in addition to the x-axis translation (three-degrees-of-freedom). The third test fixture will add more degrees-of-freedom to the previous test fixture for an appropriate representation of the hands, arms, cheek and body of the shooter. The same data acquisition system and computer must be used for all test fixtures. The test fixtures must be usable by DRDC to analyse recoil force, displacement, and acceleration as function of time and frequency. Client department: The organization for which the services are to be rendered is Defence R&D Canada -Valcartier. Contract period: The period of the Contract is from date of Contract to 31st March 2016. Optional Goods and/or Services: The Contractor grants to Canada the irrevocable option to acquire the goods, services or both described at Annex A of the Contract under the same conditions and at the prices and/or rates stated in the Contract. The option may only be exercised by the Contracting Authority and will be evidenced, for administrative purposes only, through a contract amendment. The Contracting Authority may exercise the option at any time before the expiry of the Contract by sending a written notice to the Contractor. Mandatory Technical Criteria The bidder (company) has at least 4 years of experience in projects related to the design of mechanical components or accessories for weapons. The bidder (company) has at least 4 years of experience in projects related to design and implementation of instrumented testbeds with force and displacement sensors. Point Rated Technical Criteria Technical Proposal maximum 45 points, minimum 27 points Management proposal maximum 28 points, minimum 17 points Qualifications of bidder and resources maximum 100 points, minimum 64 points Total: Maximum of 173 points, minimum of 108 points. Other information: Pursuant to section 01 of Standard Instructions 2003 and 2004, Bidders must submit a complete list of names of all individuals who are currently directors of the Bidder. Furthermore, as determined by the Special Investigations Directorate, Departmental Oversight Branch, each individual named on the list may be requested to complete a Consent to a Criminal Record Verification form.
