    identification data processing capability for airbone wide area
    search.
    
    The objectives of the work are:
    The main objective of this project is to provide DRDC with
    high-performance  hyperspectral target detection and
    identification capability for the processing in real-time of
    airborne hyperspectral imagery. This capability will eventually
    be transitioned to the Canadian Department of National Defense
    for operational use.
    
    In order to achieve this objective, the project will support
    multiple sub-objectives, including the development of a high
    performance hyperspectral processing environment, the
    development and integration of data exploitation algorithms, 
    engineering support for system demonstration, and analytical
    support for data exploitation and analysis.
    
    Background
    
    DRDC is acquiring a hyperspectral imaging system covering the
    reflective (VNIR-SWIR) and thermal (LWIR) spectral ranges for
    airborne wide area search.  A central part of this imaging
    system will be the HEERD and its hyperspectral target detection
    and identification data processing and exploitation algorithms.
    The imaging system is expected to be first demonstrated in 2013
    with a potential transition to military operations in 2014. 
    
    DRDC already has extensive expertise in hyperspectral data
    exploitation [2, 3] and implementation of algorithms on high
    performance hardware. This project will support the development
    of a high-performance hyperspectral processing environment and,
    in parallel, the further development, optimization, and
    integration into that processing environment of DRDC's target
    detection and identification algorithms.
    
    Tasks 1 to 5 (firm tasks). Tasks 6 to 9 are to be performed
    within a Work Authorization Process.
    Task 1: HEERD (Hyperspectral Exploitation Environment for
    Real-time Data processing), design development and implementation
    Task 2: Algorithm development, modification, software
    implementation, optimization, testing and validation, and
    integration in the HEERD.
    Task 3: Engineering support for high-performance hyperspectral
    imagery processing.
    Task 4: Hyperspectral data processing, exploitation and analysis
    support
    Task 5: Procurement of high-performance data processing and
    archiving hardware.
    TASKS REQUIRING TASK AUTHORIZATION PROCESS
    Task Authorization 6: HEERD (Hyperspectral Exploitation
    Environment for Real-time Data processing), maintenance and
    improvements
    Task Authorization 7: Development and integration of new target
    detection and identification or other supporting algorithms
    Task Authorization 8 : Engineering support for high-performance
    hyperspectral imagery processing
    Task Authorization 9 : System analysis support

    The services will be rendered to Defence Research and
    Development Canada (DRDC-Valcartier).
    
    Period of the contract :
    
    The period of the Contract is from date of Contract to March 31,
    2015.
    Tasks 1 to 5 must be completed by March 31, 2014.
    
    Contract funding
    
    The maximum funding available for the contract resulting from
    the bid solicitation is $431 177.38 CAD for Tasks 1 to 5, and an
    amout of $476 190.47 CAD for Tasks 6 to 9 (tasks authorization
    process) (Goods and Services Tax or the Harmonized Sales Tax
    included, as appropriate). 
    
    Ownership of Intellectual Property :
    	
    Defence Research and Development Canada - Valcartier has
    determined that any intellectual property rights arising from
    the performance of the Work under the resulting contract will
    belong to Canada.
    
    Security requirements:

    Requirements, and Part 7 - Resulting Contract Clauses.  Bidders
    should consult the "Security Requiremetns for PWGSC Bid

    Other information :
    
    The requirement is subject to the provisions of the Agreement on
    Internal Trade (AIT). 
    The requirement is limited to Canadian goods and/or services.
    
    Most of the work part of Task 3 (Engineering support for
    high-performance hyperspectral im-agery processing) will have to
    be conducted on DRDC Valcartier premises in order to have access
    to the imaging system. Some work part of Task 3 will likely have
    to be conducted at Canada National Research Council aircraft
    hangar at Ottawa international airport. Also, at least one
    contractor's personnel supporting Task 3 will have to
    participate in the system demon-stration (location to be
    confirmed). 
    
    Work part of Task 4 will have to be conducted on DRDC Valcartier
    premises in order to have access to DRDC classified databases
    and processing systems.
    
    This PWGSC office provides procurement services to the public in
