    This bid solicitation is a re-tender of the requirement
    described in bid solicitation number W7701-125151/A dated 20
    December 2011 with a bid closing date of 2012-01-20 at 2pm; this
    document replaces the previous version entirely.
    This requirement is for Defence Research Developement Canada -
    Valcartier. 
    
    This requirement is open only to those Supply Arrangement
    Holders  who qualified under  " 1 " (= $0-$2M )  stream for
    IM/IT Services.
    
    This requirement is open only to those invited TBIPS Supply
    Arrangement Holders who qualified under the categories for:

    Description of the requirement:
    
    The objectives of the work are:
    To provide DRDC Valcartier with support regarding its
    Information Technology Infrastructure (ITI) dedicated to Science
    and Technology (S&T) in the intelligence domain;
    To provide base-level support on a continuous basis. The firm
    tasks associated to this main period of the contract are
    referred to the "First Stage" of the project;
    To provide on an as-and-when requested basis, support for more
    specific needs.	
    The objectives of the work carried out under this contract are
    as follows:
    Task 1 (FIRM) : Provide architecture support
    Step 1: Provide development guidelines for the ITI
    Step 2: Update the technical documentation of the ITI
    Step 3: Provide first line support for the architecture of the
    ITI
    Task 2 (FIRM) : Provide maintenance and support
    
    Step 1: Testing the ITI and Reporting and Fixing Problems
    Step 2: Provide first line support for the testing and coding
    maintenance of the IT	
    Task 3 (FIRM) : Provide project management for firmed tasks 1
    and 2
    
    TASKS REQUIRING TASK AUTHORIZATIONS PROCESS
    Task 4. 		Project Management Support for Authorized Tasks
    Task 5.			Design Support
    Task 6. 		Security Analysis Support
    Task 7. 		Integration, Optimization and Maintenance Support
    Task 8.			Development of Supporting Services
    Task 9. 		System Administration Support
    Task 10. 		Equipment Trial Support
    Task 11. 		Experimentation and Demonstration Support
    
    Estimated funding available:
    
    The maximum funding available for the contract resulting from
    the bid solicitation is $75 000.00 CAD for Tasks 1 to 3, and an
    amout of $375 000.00 CAD for Tasks 4 to 11 (tasks authorization
    process) for a total amount of $450 000.00 CAD (Goods and
    Services Tax or the Harmonized Sales Tax is extra, if
    applicable).
    
    Proposed period of contract:
    
    The proposed period of contract is from the date of the contract
    award to 31 March 2014.
    
    THE BIDDERS WILL BE EVALUATED ON:
    
    - Mandatory financial criteria
    
    - Mandatory technical criteria
    
    - Point Rated technical criteria:
    
    1- Technical Proposal 			(20 points; min: 13 points)
    2- Management Proposal 		(40 points; min: 27 points)		
    3- Personnel directly involved in project 	(70 points; min: 46
    points) 
    4- Corporate capacity 			(40 points; min: 24 points)
    					Max. of 170 points;  Min. of 110 points.
    
    The compliant proposal with the lowest evaluated price per point
