    Nature of Requirements: 
    Objectives:
    
    The objectives of the work are to provide the Department with
    specialized technical services in the area of weapons concepts
    development and analysis. This includes development of weapons
    models (small arms, guns, bombs and missiles), sub-models
    (guidance, control, fuzing, fire control, propulsion, airframe,
    navigation), launch platforms, tactical data links, process
    modelling, tools, engagement modelling and simulation and
    analysis (option analysis and parametric studies).
    A portion of the work includes firm portion to be performed:
    1.1 Weapons Systems Library (WSL) Improvements (see 2.1 and 3.1
    of the Annex A)
    1.2 Weapons Systems Trial Templates Creation (see 2.2 and 3.2 of
    the Annex A)
    1.3 Information Technology (IT) Support (see 2.3 and 3.3 of the
    Annex A)
    1.4 Tool development and suppor t(see 2.4 and 3.4 of the Annex A)
    1.5 Missile DLL generation (see 2.5 and 3.5 of the Annex A)
    A portion of the work is to be performed on "an as and when
    requested basis" using a Task Authorization (TA):
    Task 1: Literature study on current and emerging weapons and
    suites
    Task 2: Engagement conceptual modeling
    Task 3: Engagement modeling and tool development
    Task 4: Engagement simulation and analysis
    Task 5: IT Support
    
    Additional information
    
    i.	The organization for which the services are to be rendered is
    Defence Research and Development Canada - Valcartier (DRDC -
    Valcartier).
    
    ii.	The period for each of the Contracts is from date of
    Contract to March 31st, 2020, inclusive.
    
    iii.	Following this Request for Proposal, Canada intends to
    award two (2) Contracts :
    
    The responsive bid with the lowest evaluated price will be
    recommended for award of Contract /001; and
    
    The responsive bid with the second lowest evaluated price will
    be recommended for award of Contract /002. 
    
    If only one responsive bid is received, then a single contract
    will be awarded.  
    
    
    iv.	The total estimated amount of available funding is
    $4,000,000.00, applicable taxes are not included. This includes
    the funding for the optional period. 
    
    ·	Firm portion: $147500.00, applicable taxes not included; and
    ·	Work to be performed using a Task Authorization: $3852500.00,
    applicable taxes not included
    
    If two (2) responsive bids are received, the distribution will
    be as follows: 
    
    ·	Contract /001: $147500.00 for the portion of the work who
    includes firm portion + a maximum of $2504125.00 for the portion
    using a Task Authorization process. 
    
    ·	Contract / 002: a maximum of $1 348375.00 for the portion
    using a Task Authorization process. 
    
    Or
    
    ·	If only one responsive bid is received, then a single contract
    will be awarded at 100% of the estimated amounts of available
    funding.
    
    
    v.	Defence Research and Development Canada - Valcartier has
    determined that any intellectual property rights arising from
    the performance of the Work under the resulting contract will
    belong to Canada.
    
    vi.	The work must be done on site at DRDC- Valcartier.
    
    vii.	There is a security requirement associated with this
    requirement.  For additional information, consult Part 6 -
    Security, Financial and Other Requirements, and Part 7 -
    Resulting Contract Clauses.  Bidders should consult the

    viii.	Bidders must provide a list of names, or other related
    information as needed, pursuant to section 01 of Standard
    Instructions 2003.
    
    ix.	For services requirements, Bidders must provide the required
    information, as detailed in article 3 of Part 2 of the bid
    solicitation, to comply with Treasury Board policies and
    directives on contracts awarded to Former Public Servant. 
    
    x.	The requirement is subject to the provisions of the Agreement
    on Internal Trade (AIT).
    
    xi.	The requirement is limited to Canadian goods and/or services.
    
    xii.	This procurement is subject to the Controlled Goods Program.
    
    xiii.	There is a Federal Contractors Program (FCP) for
    employment equity requirement associated with this procurement;
    see Part 5 - Certifications, Part 7 - Resulting Contract Clauses
    and the attachment named Federal Contractors Program for
    Employment Equity - Certification.
    
    xiv.	The Contractor must complete and submit a Foreign
    Ownership, Control and Influence (FOCI) Questionnaire and
    associated documentation identified in the FOCI Guidelines for
    Organizations prior to contract award to identify whether  a
    third party individual, firm or government can gain unauthorized
    access to CLASSIFIED FOREIGN information/assets.  
    
    
    
    Debriefings
    
    After contract award, bidders may request a debriefing on the
    results of the bid solicitation process. Bidders should make the
    request to the Contracting Authority within 15 working days of
    receipt of the results of the bid solicitation process.  The
    debriefing may be in writing, by telephone or in person..
