    Summary
    
    1.	Background/History 
    
    DRDC Valcartier's Electro-Optical (EO) Warfare Section has a
    military platform (ships, vehicles, fighter planes, personnel)
    protection program to address the needs of the Canadian Forces
    in this area. The EO section is the national centre of expertise
    in electro-optical threat detection and characterization and in
    camouflage, and therefore is frequently called upon.
    Generally speaking, the work to be done by the Contractor will
    be to provide engineering capacity in the field of
    electro-optics applied to military platform protection. For
    example, the Contractor will be required to develop advanced
    detection and countermeasure concepts for protecting a vehicle. 
    Tasks will range from the development of a simple Windows
    application to analyze data from a travelling missile's position
    in space to the development of an autonomous vehicle protection
    system. In short, a task may require one individual or a team of
    three to four experts working in electro-optical design for
    three to six months. The Contractor must be able to handle
    information with a Level II classification (SECRET), as well as
    controlled goods, and will perform the work in the laboratories
    of DRDC Valcartier. Engineering capacity in the following fields
    is required: 1) electronic design; 2) software/firmware design;
    3) optical design; 4) opto-mechanical design; 5) data analysis;
    and 6) the manipulation of optical systems and equipment in the
    laboratory during testing.
    
    2.	Objectives
    
    The general purpose is to provide technical services in the
    areas of protection, detection and countermeasures to pursue the
    study and development of advanced concepts for military
    platforms. 
    
    Active protection includes developing and designing detection
    and scrambling techniques for weapons with advanced guidance
    (e.g. laser, RF, wired). This includes the detection of hostile
    optics via retroreflection, advanced radar concepts and the
    design of effective countermeasures against those weapons.
    Passive protection includes detecting guided and unguided
    threats using electro-optical sensors, thermal cameras and
    innovative camouflage nets.
    
    In the context of this contract, military platforms can be
    anything from the characterization of simple systems like
    thermal sensors to the installation and performance evaluation
    of an active countermeasure system mounted on a soldier, vehicle
    or frigate.
    
    3.	Additional Information :
    
    The organization for which the services are to be rendered is
    Defence Research and Development Canada - Valcartier (DRDC -
    Valcartier).
    
    The period of the Contract is from date of Contract to March
    31st, 2019, inclusive.
    
    Estimated amount of available funding for this contract :
    $865,000.00, Applicable Taxes extra.
    
    The majority of the work for this contract (>90%) shall be
    carried out at DRDC Valcartier, given the nature of the work and
    the equipment to be manipulated. Each TA will specify the exact
    work location for the task at hand. 
    
    Defence Research and Development Canada - Valcartier has
    determined that any intellectual property rights arising from
    the performance of the Work under the resulting contract will
    belong to Canada.

    Bidders must provide a list of names, or other related
    information as needed, pursuant to section 01 of Standard
    Instructions 2003.
    
    For services requirements, Bidders in receipt of a pension or a
    lump sum payment must provide the required information as
    detailed in article 3 of Part 2 of the bid solicitation.
    
    The requirement is subject to the provisions of the Agreement on
    Internal Trade (AIT).
    
    The requirement is limited to Canadian goods and/or services.
    
    This procurement is subject to the Controlled Goods Program.
