    Nature of Requirements: 
    
    1. Advance Contract Award Notice (ACAN) 
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2. Definition of the requirement 
    
    Defence Research and Development Canada (DRDC) - Valcartier Research Center is undertaking a new research initiative in the domain of imaging sensors. A new laboratory to carry out infrared countermeasures studies will be built using a well-proven, commercially available technology. DRDC is therefore looking to procure a dynamic scene projector in the mid-wave infrared to conduct these studies. This dynamic infrared scene projector shall met, as a minimum, the requirements stated in paragraph 3.
    
    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential specifications) 
    
    Any interested supplier must demonstrate by way of a statement of capabilities that its dynamic infrared scene projector meets, as a minimum, the following specifications: 
    
    • Wide emission spectrum from 3.5 to 5 µm.
    • Unpolarised infrared emission.
    • Continuous infrared emission.
    • Blackbodyinfrared emission apparent temperature from 300 to 650 K (3.5 to 5 µm).
    • Array of 1024 by 1024 elements minimum.
    • Physical size of the array at least 40 mm by 40 mm.
    • Dynamic range of 12 bits minimum.
    • Dead pixels less than 0.5%.
    • Scene refreshrate of 100 Hz minimum.
    • Rise-time (10 to 90 %) less or equal to 5 ms.
    • Emitter array must be packaged to avoid dust and humidity with self-cooling system if needed and power supplies.
    • Software interface with control computer for the emitter array. Must include automated non-uniformity correction algorithm for the array. Must include a digital interface (DVI or HDMI or DisplayPort) as input.

    Any interested supplier must demonstrate by way of a statement of capabilities that it is a well-proven, commercially available technology. The supplier must demonstrate that it already sold at least one of the proposed Dynamic infrared scene projector to other clients within the last 5 years.
    
    
    4. Applicability of the trade agreements to the procurement 
    
    This procurement is subject to the following trade agreements:
    
    a. Agreement on Internal Trade (AIT);
    b. World Trade Organization - Agreement on Government Procurement (WTO-AGP);
    c. North American Free Trade Agreement (NAFTA).
    
    5. Justification for the Pre-Identified Supplier 
    
    A three-year research project has been carried out at DRDC Valcartier from 2010 to 2013 to identify the components needed for the next infrared countermeasures laboratory. The main component of this laboratory is the dynamic infrared scene projection system.  From this comprehensive analysis, the only viable option for the needed capacity is the micro-resistor arrays called the Mirage XL made by Santa Barbara Infrared since it’s the only product that can perform in accordance to DRDC requirements.  Any product meeting at minimum the criteria of item 3 above will be considered.  
    6. Government Contracts Regulations Exceptions 
    
    The following exceptions to the Government Contracts Regulations is invokedfor this procurement:
    
    subsection 6(d) - "only one person is capable of performing the work". 
    
    7. Exclusions and/or Limited Tendering Reasons 
    
    The following exclusions and/or limited tendering reasons are invoked under the :
    
    a. Agreement on Internal Trade (AIT) - Article 506, (12 (b));
    b. World Trade Organization - Agreement on Government Procurement (WTO-AGP) - Article XV (1 (b));
    c. North American Free Trade Agreement (NAFTA) - Article 1016 (2 (b)). 
    
    
    8. Period of the proposed contractor delivery date 
    
    The system must be delivered on or before twelve (12) months after contract award
    
    
    9. Cost estimate of the proposed contract 
    
    The estimated value of the contract, is $1,250,000.00 US$ (applicable taxes extra).

    Suppliers who consider themselves fully qualified and available to provide the goods, described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    
    12. Closing date for a submission of a statement of capabilities 
    
    The closing date and time for accepting statements of capabilities is December 24, 2015 at 2:00 p.m. EST

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
