Trade Agreement: NONE Tendering Procedures: The bidder must supply Canadian goods and/or services Attachment: None Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: (a) Title : New lenses for infrared array detectors (b) Objectives: The overall objective is to enable the efficient use of the MWIR and LWIR detectors of the PIRATES hyper-spectral imager on the AIRIS optical configuration. This is done through the following: i) Build new lenses for two IR array detectors (one MWIR and one LWIR) to improve detector illumination, its uniformity over detector area while minimizing vignetting. ii) The spectral band pass of each lens must be: 1) MWIR detector: 2 to 5.3 µm 2) LWIR detector: 2 to 12 µm. (c) Delivery periods: - The first deliverable (Initial report - Task 1) must be received on or before April 30, 2013. - The second deliverable (Final report - Task 2) must be received on or before Mai 31, 2013. - The third deliverable (Lens elements - Task 3) must be received on or before August 31, 2013. This deliverable is subject to a Work Authorization process. (d) Client department: Defence Research and Development Canada, Valcartier. (e) Mandatory technical criteria: CATEGORY A: Bidder's experience A1 - The bidder must have at least 60 months of experience in the design of infrared optical systems. In order to demonstrate its compliance with this criterion, the bidder must describe the history of its company. The bidder must also clearly indicate the exact number of months of experience it has in the design of infrared optical systems by describing the projects that it has participated in this area. For each project, the bidder should at least, provide the following information: the title, the objectives, the scope, the project periods (month and year of the beginning and month and year of the end), the exact dates of the involvement and the role of the bidder's company in the project, the tasks performed by the bidder's company and any other relevant information. A2 - Quality assurance procedure In order to demonstrate compliance with this criterion, the bidder must describe the quality assurance procedure as it would apply to the resulting contract. In particular, the bidder must indicate the steps in the design and manufacturing processes where quality assurance is done and when, where and by whom the quality assurance process will be executed (example: one senior optical designer, a quality assurance department with two or more optical designers, etc.?) CATEGORY B: Experience of the main technical resource The Bidder must demonstrates in its bid that the main technical resource proposed for this contract meets the mandatory technical criteria listed bellow. The Curriculum Vitae of the main technical resource proposed for this project must be submitted in a format that provides detailed insight into the resource's academic background and work experience. The main technical resource is defined as the individual who will work the highest number of hours, who will be involved in all phases of the project, and who will act as the reference for all technical issues related to this project. B1 - The proposed main technical resource must have at least 60 months of experience, within the last 10 years, in the design of infrared optical systems. In order to demonstrate its compliance with this criterion, the bidder must describe the infrared optical system(s) design project(s) in which the main technical resource was involved. For each project described, the bidder should at least include the following information: the title, the objectives, the scope, the project periods (month and year of the beginning and month and year of the end), the exact dates of the involvement and the role of the main technical resource proposed for this contract, the tasks performed by the main technical resource proposed for this contract and any other relevant information. B2 - The proposed main technical resource must have been involved as a main technical resource (see the definition above) in at least one previous project, over the last 60 months, involving either the original design and fabrication of an infrared optical system, or the modification of an existing infrared optical system; In order to demonstrate its compliance with this criterion, the bidder must describe at least one applicable project(s) in which the proposed main technical resource was involved as the main technical resource. In its description, the bidder must at least, provide the following information: a) if the previous project is the design and fabrication of an original infrared optical system: i) the title, objectives and scope of the project ii) the design constraints, iii) the solution(s) iv) a description of the role of the main technical resource in the project v) a description of the tasks performed by the main technical resource, and vi) any other relevant information. OR b) if the applicable previous project is the modification of an existing infrared optical system: i) the title, objectives and scope of the project ii) a complete description of the original optical system, iii) the required modification(s), iv) the constraint(s), v) the solution(s), vi) a description of the role of the main technical resource in the project, vii) a description of the tasks performed by the main technical resource, and viii) any other relevant information. (f) Mandatory financial criteria 1. The firm all inclusive lot price submitted for milestone No 1 (first deliverable (Initial report - Task 1)) must not exceed 10% of the total price of the bid. 2. The firm all inclusive lot price submitted for milestone No 2 (second deliverable (Final report - Task 2)) must not exceed 25% of the total price of the bid. (g) Other information: - Canada has determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to Canada. - The requirement is limited to Canadian goods and/or services. - There is no security requirement associated with this procurement.
