We encourage all the bidders to use E-Post connect services to submit their bid. Context The Canadian Forces (CF) must regularly select equipment to support its operations. Sensors are an integral part of the electro-optical systems used to detect and locate threats. One of Defence Research and Development Canada (DRDC)’s mandates is to support the CF in its electro-optical system acquisition process by technically translating its operational needs, evaluating the performance of sensors currently in use, evaluating the potential of sensors from emerging technologies, analyzing options and issuing recommendations. Description Public Works and Government Services Canada (PWGSC) on behalf of Defense Research and Development Canada (DRDC) located in Valcartier, (Quebec), is seeking bids to select a contractor to obtain support for the provision of services in optical design and support in optical expertise The work will be carried out entirely on an "as and when requested basis" using a Task Authorization (TA). In accordance with clause Minimum Work Guarantee - All the Work - Task Authorizations of the Contract, Canada's obligation under the Contract is limited to 10% of the value of the contract. Period of Contract The contract period will be for 60 months from the date of award. Intellectual Property Canada will own all intellectual property rights in foreground information. Security Requirements There is a security requirement associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses. For more information on personnel and organization security screening or security clauses, bidders should refer to the Canadian Industrial Security Directorate (CISD), Industrial and Security Program of Public Works and Government Services Canada website. Trade Agreements The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA). Canadian Content The requirement is limited to Canadian goods and Canadian services. E-Post Connect This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically. Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information. Controlled Goods Program This procurement is subject to the Controlled Goods Program. The Defence production Act defines Canadian Controlled Goods as certain goods listed in Canada’s Export Control List, a regulation made pursuant to the Export and Import Permits Act (EIPA)."
