    1.    Advance Contract Award Notice (ACAN)
    An Advance Contract Award Notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2.    Definition of the requirement
    Defense Research & Development Canada - Valcartier is looking to acquire a surveying solution to provide expert opinion to CANSOFCOM on technology and trend for C4ISR and operational capability. The objective is to acquire a capability to measure accurate geo-position horizontally and vertically, and combine them to topography with images and scanned 3D environment. Post-processing of data/images is performed with provided software tools. For the first time all the data captured from multiple sensors, airborne/ground systems, and targets to positions and images can be integrated to fully understand and exploit at a higher level the benefits and limitations of technologies to C4ISR operational capability.
    
    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
    Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements:
    
    3.1   General requirements
        3.1.1      Product Using a Current and Proven Technology:
    Suppliers must propose a product that must not be a prototype or a system under test; it must be a product using a current and proven technology. 
        
        3.1.2     Warranty, upgrades and service: 
    The vendor must guarantee a minimum one-year warranty on all parts and labour beginning on the date of acceptance of the system by the site authority (after complete installation). During the warranty period, hardware upgrades developed by the manufacturer to increase performance and/or reliability of the instrument, must be provided free of charge. After the warranty period, the hardware upgrades will be available to be purchased by the user. The vendor will provide expert service and engineering repairs diligently and at minimal cost, ideally from within Canada, during and after warranty period.
    
        3.1.3    Delivery: 
    The system must be delivered to DRDC-Valcartier no later than March 1st 2020
    
     3.1.4 Safety: The instrument must comply with international regulatory, safety, and electromagnetic compatibility requirements and be designed and manufactured under a quality system registered to ISO 9001.
    3.2   Minimum required specifications and characteristics
    
    3.2.1 Surveying station

    o GNSS/SBAS antenna/receiver

    4.  Applicability of the trade agreements to the procurement
     This procurement is subject to the following trade agreements:

    5. Justification for the pre-identified supplier
    The Trimble SX10 Scanning Total Station with the Trimble R10 Surveying receiver from Cansel Inc is the only existing equipment available on the market designed and built to accurately measure geo-position and to combine surveying high resolution imagery and 3D scanning ranging.
    
    Company " Cansel Survey Equipment Inc is the only authorised distributor for Trimble Geospatial products in Canada.  Thus, according to the purchasing policies of Government Contracts, DRDC-Valcartier proposes to award the contract to " Cansel Survey Equipment Inc.", which is, to our knowledge, the only company able to fulfill the requirement and whose product meets all of the requirement criteria. 
    
    6. Government contracts regulations exception
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d): Only one person or firm is capable of performing the work.
    
    7. Exclusions and/or limited tendering reasons

    b. if the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons:
    iii. due to an absence of competition for technical reasons.
