Trade Agreement: CETA / WTO-AGP / CPTPP / NAFTA / CFTA / FTAs with Peru / Colombia / Panama / Korea Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: Study of emerging technologies for electro-optical guidance systems Description of work: The supplier will provide the Defence Research and Development Canada (DRDC) Valcartier Electro-Optical Warfare Section with mechanical, electrical and optical ingineering services in the area of electro-optic guidance systems, with the objective to develop interfaces and experimental procedures to study the emerging technologies for EO guidance systems. The work to be done will include execution of laboratory and trial measurement campaign, and analysis of the collected data. Task 1 : Electronic design Task 2 : Software design Task 3 : Electro-optical characterization of an electro-optical guidance system Task 4 : Analysis and review of the optical design and production Task 5 : Assessment of the effectiveness/vulnerability of an electro-optical guidance system subjected to disruptions such as decoys, noise, laser, etc. Task 6 : Design of interfaces for the new technologies studied Task 7 : Participation in field or laboratory trials Task 8 : Functional analysis of an electro-optical guidance system Task 9 : Development and integration of digital models Task 10 : Simulations Client department : The organization for which the services are to be rendered is Defence Research and Development Canada - Valcartier Research Centre. Period of the contract The period of the Contract is from Contract award to March 31st 2025 inclusive Important information : i. There are security requirements associated with this requirement. Defence Research and Development Canada - Valcartier Research Centre has determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to Canada. iii. Work Location: Unless stated otherwise, all of the Work must be executed at Defence Research and Development Canada - Valcartier Research Centre (2459, de la Bravoure Rd., Québec, QC, G3J 1X5, CANADA). iv. The requirement is limited to Canadian services. v. The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA). vi. This procurement is subject to the Controlled Goods Program. The Defence production Act defines Canadian Controlled Goods as certain goods listed in Canada’s Export Control List, a regulation made pursuant to the Export and Import Permits Act (EIPA). vii. The Federal Contractors Program (FCP) for employment equity applies to this procurement; refer to Part 5 - Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the Attachment titled Federal Contractors Program for Employment Equity - Certification. viii. Following this Request for Proposal, Canada intends to award two (2) Contracts : The responsive bid with the lowest evaluated price per point will be recommended for award of Contract 001; and The responsive bid with the second lowest evaluated price per point will be recommended for award of Contract /002. If only one responsive bid is received, then a single contract will be awarded. ix. All of the Work will be performed on an as and when requested basis, using a Task Authorization (TA). A contract with Task Authorizations (TAs) is a method of supply for services under which all of the work or a portion of the work will be performed on an "as and when requested basis". Under contracts with TAs, the work to be carried out can be defined but the exact nature and timeframes of the required services, activities and deliverables will only be known as and when the service(s) will be required during the period of the contract. A TA is a structured administrative tool enabling the Crown to authorize work by a contractor on an "as and when requested" basis in x. The work will be carried out on an "as and when requested basis" using a Task Authorization (TA). The estimated amounts of available funding for this Contract are : -Contract/001: $ 4,500,000.00 Applicable Taxes extra. -Contract/002: $ 3,000,000.00 Applicable Taxes extra. -If only one contract is awarded: $ 7,500,000.00 Applicable Taxes extra. In accordance with clause Minimum Work Guarantee - All the Work - Task Authorizations of the Contract. Canada's obligation under these Contracts -Contract/001: 25% of the estimated amount of available funding of contract 001 -Contract/002: 25% of the estimated amount of available funding of contract 002 -If only one contract awarded: 25% of the estimated amount of available funding of the awarded contract xi.
