    Description of work : 
    The project management contractor must propose one senior-level resource, two intermediate-level resources and a quantity surveyor to manage real property projects.  Those resources will assist Public Services and Procurement Canada (PSPC) project managers in the construction of a new building in Montreal, the New Montreal Justice Complex (NMJC), which will house the Courts Administration Service (CAS) and the Administrative Tribunals Support Service of Canada (ATSSC).
    
    The project management contractor must provide services relative to the Project Delivery Stage of the National Project Management System, including the Planning, Design, Implementation and Delivery Close-Out phases.

    The organization for which the services are to be rendered is Public Work and Government Services Canada (PWGSC)
    
    Period of the contract :
    The period of the Contract is from Contract award to March 31st 2022 inclusive with five (5) options to extend the contract by one (1) additional year each for a total possible contract length going to March 31st 2027.
    
    Important information : 
    i. There are security requirements associated with this requirement.     ii. The work will be divided between the 3 following locations :
    
    a. 60% of the work to be done at the Contractor’s offices
    b. 10% of the work to be done at the Montreal offices of PWGSC located at Place Bonaventure, 800 West Gauchetiere Street, Montreal, H5A 1K6
    c. 30% of the work to be done at the construction site located at 46 St-Jacques Street, Montreal, H2Y 1L2
    
    iii. The Federal Contractors Program (FCP) for employment equity applies to this procurement; refer to Part 5 - Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the Attachment titled Federal Contractors Program for Employment Equity - Certification.
    
    iv. The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).
    
    v. Bidders must provide required information, as described in Article 3 of Section 2 of the Request For Proposal, in order to abide by the policies and directives of the Treasury Board on contracts signed with former public servants.
    
    vi. This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically.  Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information."
    
    vii. The TBIPS Supply Arrangement E60ZT-18TSPS is incorporated by reference and forms part of this bid solicitation, as though expressly set out in it, subject to any express terms and conditions contained in this bid solicitation.  The capitalized terms not defined in this bid solicitation have the meaning given to them in the SA.
