    DESCRIPTION:
    
    High Power Lasers (HPL) have found niche applications in the manufacturing sector, cutting, welding and tempering metallic samples with an increasing efficiency.  The proliferation of HPL in the manufacturing sector was driven mainly with the advent of fibre-based laser technologies capable of multiple kilowatts of laser power.  These systems have demonstrated robustness, efficiency and reliability in a compact form factor making a transition to military applications finally achievable. HPL are currently being considered for defence applications such as ordnance disposal and defeating unmanned aerial systems. However, while the damage thresholds for common metals are well documented, the information for plastics and composites is scarce or incomplete.
    
    Defence Research and Development Canada (DRDC) is interested in doing a systematic study, selecting conditions realistically achievable at a long distance, to determine the damage threshold and optimal exposition conditions.  The experimentation must be documented using external sensors such as active imaging of the interaction site, fluorescence spectroscopy and a thermal imagery.
    
    PERIOD OF THE CONTRACT: From date of Contract to March 31, 2022 inclusive.
    
    TRADE AGREEMENT: The requirement is subject to the provisions of the Canada-Korea Free Trade Agreement

    Due to the impacts from the COVID-19 pandemic, bids must be submitted by fax to the number indicated in the bid solicitation or electronically using the Canada Post epost Connect application for the subject bid solicitation. This online service enables the electronic transfer of large files up to Protected B level.
    
    Hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.
    
    The Crown reserves the right to negotiate with suppliers on any procurement.
    
    Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process.
