Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: All interested suppliers may submit a bid Attachment: YES (MERX) Electronic Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: RECONSTRUCTION OF THE POINTE-AUX-LOUPS WHARFS SECURITY REQUIREMENT This request does not contain a security requirement. PROJECT DESCRIPTION The work included in this project include the reconstruction of the wharf at Pointe-aux-Loups, Magdalen Island, QC. More precisely, the work includes the following : Supply and installation of various size of rocks; Demolition of breakwater made of dolosse and reuse of concrete units; Construction of section of armour with recovered dolosse; Complete demolition of existing wharf; Dredging in front of the new wharf; Disposal of demolition materials; Reconstruction of wharf and a protective structure against agitation in CCA-treated wood cribwork; Supply and installation of steel components such as ladders, bollards and cleats; Supply and installation of floating docks. IMPORTANT NOTICE New measures related to Code of Conduct and certifications included in the solicitation documents requires attention. MANDATORY CRITERIA AT CLOSING DATE The Bidder shall enclose bid security with its bid; MANDATORY CRITERIA PRIOR TO CONTRACT AWARD Bidders should provide, with their bid or promptly thereafter, a complete list of names of all individuals who are currently directors of the Bidder. If such a list has not been received by the time the evaluation of bids is completed, Canada will inform the Bidder of a time frame within which to provide the information. Failure to provide such a list within the required time frame will render the bid non-responsive. Bidders must always submit the list of directors before contract award. Canada may, at any time, request that a Bidder provide properly completed and Signed Consent Forms (Consent to a Criminal Record Verification form - PWGSC-TPSGC 229) for any or all individuals named in the aforementioned list within a specified delay. Failure to provide such Consent Forms within the delay will result in the bid being declared non-responsive. PERIOD OF WORK The work is to be completed by March 31, 2014. BUDGET The budget, for this project, is between 1 000 001 $ and 5 000 000 $ INQUIRIES All enquiries regarding this tender, are to be submitted in writing to the Contractual Authority : Jean Rochette, Supply Specialist at jean.rochette@tpsgc.gc.ca. TENDER DOCUMENTS Firms intending to submit tenders on this project should obtain tender documents through the MERX service provider (http://www.merx.com). Drawings and specifications are now available for viewing and downloading in PDF format or in hard copy. Bidders should take note that attachment 1 (ATT 1) contains the full set of drawings and specifications, which consist of PDF files organized in an industry-standard directory structure. Addenda, when issued, will be available from the MERX service provider. Firms that elect to base their bids on tender documents obtained from other sources do so at their own risk and will be solely responsible to inform the tender calling authority of their intention to bid. Drawings and specifications may be view at the following locations : Association de la Construction du Québec (ACQ), Association patronale des entrepreneurs du Québec (APECQ) at Chemin de la Savane, Montréal. BID RECEIVING Sealed tenders will be received in English or French at the address mentioned below. LANGUAGES This PWGSC office provides acquisition services to the public in both official languages.
