    Government of Canada is moving its Government Electronic

    BOILER UPGRADE
    
    SECURITY REQUIREMENT
    This request contains a security requirement.
    
    PROJECT DESCRIPTION
    To carry out complete upgrade of two Volcano boilers (#1 and
    #3), at the Base Quebec of the Canadian Coast Guard located at
    101 Champlain blvd, Quebec (QC).
    
    More precisely, the work can be done in two options. Work of
    Option A includes : 
    1.1 Boiler retubing;
    1.2 Updating of boiler controls, safety equipment and burners;
    1.3 Replacement of the boilers' condensate tank.
    
    And work of Option B includes :
    1.1 Boiler retubing;
    1.3 Replacement of the boilers' condensate tank;
    1.4 Option Replacement of the boiler burners and safety controls.
    
    MANDATORY SITE VISIT
    There will be a site visit on May 16 2013 at 9:30 AM. Bidders
    interrested to attend the visit are invited to confirm their
    presence before 3:00 PM on May 15 2013 to Contracting Officer at
    the following email address :jean.rochette@tpsgc-pwgsc.gc.ca.
    Safety boots are to be worn by visitors to access the boiler
    room. 
    
    The site visit for this project is MANDATORY. The representative
    of the bidder will be required to sign the Site Visit Attendance
    Sheet at the site visit. Bids submitted by Bidders who have not
    signed the attendance sheet will not be accepted.
    
    MANDATORY CRITERIA AT CLOSING DATE
    The Bidder shall enclose bid security with its bid;
    
    MANDATORY CRITERIA PRIOR TO CONTRACT AWARD
    CODE OF CONDUCT CERTIFICATIONS - CONSENT T0 A CRIMINAL RECORD
    VERIFICATION:
    
    Bidders must provide with their bid or promptly thereafter a
    complete list of names of all individuals who are currently
    directors of the Bidder. If the required names have not been
    received by the time the evaluation of bids is completed, Canada
    will inform the Bidder of a time frame within which to provide
    the information. Failure to comply will render the bid
    non-responsive.
    
    Canada may, at any time, request that a Bidder provide properly
    completed and Signed Consent Forms (Consent to a Criminal Record
    Verification form - PWGSC-TPSGC 229) for any or all individuals
    aforementioned within the time specified. Failure to provide
    such Consent Forms within the time period provided will result
    in the bid being declared non-responsive.
    
    PERIOD OF WORK
    The work is to be completed by September 15 2013.
    
    BUDGET
    The budget, for this project, is between 250 001 $ and 500 000 $
