    Government of Canada moved its Government Electronic Tendering
    Service from MERX to Buyandsell.gc.ca/tenders.
    
    Since June 1st 2013, Canada makes available Notices of Proposed
    Procurement (NPP), bid solicitations and related documents for
    download through the Government Electronic Tendering Service
    (GETS) at Buyandsell.gc.ca/tenders. 
    
    Canada is not responsible and will not assume any liabilities
    whatsoever for the information found on websites of third
    parties. 
    
    In the event an NPP, bid solicitation or related documentation
    would be amended, Canada will not be sending notifications.
    Canada will post all amendments using GETS. It is the sole
    responsibility of the Bidder to regularly consult GETS for the
    most up-to-date information. 
    
    Canada will not be liable for any oversight on the Bidder's part
    nor for notification services offered by a third party.
    
    
    PROJECT DESCRIPTION
    The work consists in maintenance dredging the St.Lawrence
    Waterway betweem Montréal and St-Antoine (Quebec). The whole
    Work is hourly based as described in Statement of Work No.
    R.068343.001, which form part of this Invitation to Tender, by
    supplying all the qualified labour, expertise, materials, tools,
    transportation, equipment, accessories and other supplies or
    knowledge that may be required for the performance of the work.
    
    MANDATORY CRITERIA AT CLOSING DATE
    1.1 Bidders shall complete the Unit Price Table;
    1.2 The Bidder shall enclose bid security with its bid;
    1.3 Bidders shall identify the equipment that will be used to
    perform the work;
    1.3.1 for canadian made equipment, bidder shall provide the
    registry number;
    1.3.2 for non-canadian made equipement, bidder shall provide
    certificate of qualification issued by Industry Canada ;
    1.4 Bidder shall provide a description of the dredge(s) and dump
    scows;
    1.5 The superintendant must have at least twelve (12) months'
    experience in dredging operations since January 1st, 2007;
    1.6 Bibber shall provide the positionning system description.
    
    MANDATORY CRITERIA PRIOR TO CONTRACT AWARD
    CODE OF CONDUCT CERTIFICATIONS - CONSENT T0 A CRIMINAL RECORD
    VERIFICATION:
    
    Bidders must provide with their bid or promptly thereafter a
    complete list of names of all individuals who are currently
    directors of the Bidder. If the required names have not been
    received by the time the evaluation of bids is completed, Canada
    will inform the Bidder of a time frame within which to provide
    the information. Failure to comply will render the bid
    non-responsive.
    
    Canada may, at any time, request that a Bidder provide properly
    completed and Signed Consent Forms (Consent to a Criminal Record
    Verification form - PWGSC-TPSGC 229) for any or all individuals
    aforementioned within the time specified. Failure to provide
    such Consent Forms within the time period provided will result
    in the bid being declared non-responsive.
    
    PERIOD OF WORK
    The Contractor shall perform and complete the Work as follows :
    Season 2014 : Work shall begin between June 16 and 18, 2014 and
    be completed by July 25, 2014;
    Season 2015 : Work shall begin between June 15 and 17, 2015 and
    be completed by July 24, 2015;
    Season 2016 : Work shall begin between June 13 and 15, 2016 and
    be completed by July 22, 2016.
    
    BUDGET
    The budget, for this project, is between 1 000 001 $ and 5 000
    000 $
