    is to provide interested suppliers with the conference schedule
    as well as set out the elements that will be discussed at the

    The objective of the amendment # 001 to the letter of interest
    is to inform all interested suppliers that the conference
    scheduled for November 28, 2012 has been postponed to February
    26, 2013.

    Public Works and Government Services Canada (PWGSC), on behalf
    of Transport Canada (TC), is examining a possible requirement
    for dredging and decontamination with the objective of
    remediating contaminated sediment at the Port of Gaspé (Sandy
    Beach), Quebec.
    
    The sediment at the Port of Gaspé shows contamination with
    copper and polycyclic aromatic hydrocarbons (PAHs).  The
    remediation approach is based on integrated effects thresholds
    (IET), which have been developed for each contaminant and are
    used to determine the scope of the response. 
    
    The minimum estimated volume of sediments to be remediated is
    24,000 m³ (measured in place) over a total area of 
    approximately 38,000 m².  The maximum volume of sediment to be
    remediated could be as high as 30,000 m³ (measured in place)
    over a total area of 50,000 m².
    
    PWGSC plans to adopt a performance-based approach for the
    implementation of the work.  As a result, it will not impose any
    particular requirements with respect to the method of sediment
    dredging, management or disposal. The compliance of the work and
    the achievement of the project objectives will be assessed
    solely on the basis of a framework setting out the criteria to
    be met.
    
    The conference was held on the 26th of February and the subjects
    discussed were the following:
    - Justifications and objectives of the project;
    - Extent and nature of contamination in place;
    - Scope of intervention and deadlines;
    - State of the work site: structures, seabed environment,
    bathymetry, services;
    - Intervention activities and options allowed; 
    - Restrictions on work: environmental, operational, ammunition
    - Follow-up and mitigation measures: monitoring, measurement, and
    - Administrative: preliminary approach and regulations (decree, 
    authorization certificate)
    
    Please note that some information related to the project will
    soon be made available through this letter of interest as well
    as a conference report.
    
    This letter of interest is neither a call for tenders nor a
    Request for Proposal (RFP), and no agreement or contract for the
    procurement of the services stated above will be entered into
    solely as a result of this letter of interest.  It in no way
    constitutes a commitment by PWGSC, and PWGSC will not assume any
    costs in relation to the suppliers' participation in this
    conference.  Any and all expenses incurred by suppliers pursuing
    this opportunity are at the suppliers' sole risk and expense.
    The letter of interest will not be used to create a list of
    suppliers to be invited to bid on a future potential
    solicitation for this project.  Similarly, participation in the
    conference is not a condition or prerequisite for participation
    in any subsequent solicitation.
