Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Québec Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 

Bids must be submitted by fax to the number indicated in the bid solicitation or electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows bidders to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

Hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

TITLE: 
Snow removal at Maurice-Lamontagne Institute

SECURITY REQUIREMENT: 
This request contains a security requirement.

PROJECT DESCRIPTION : 
The work consists of performing snow removal services at the Maurice Lamontagne Institute. On-demand work may be required depending on operational needs.

PERIOD OF THE CONTRACT: 
The period of the contract is from October 1st, 2021 to September 30, 2023 inclusive.

Option to Extend the Contract: The Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to three (3) additional one-year periods under the same conditions. 

SITE VISIT : 
It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at 850, Route de la Mer, Mont-Joli, QC, G5H 3Z4, on Thursday August 12, 2021. The site visit will begin at 10:00 EDT, in the main entrance.

Bidders must communicate with the Contracting Authority Annabelle.Cloutier@tpsgc-pwgsc.gc.ca no later than August 11, 2021 at 12:00 EDT to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders who do not confirm attendance and who do not provide the name(s) of the person(s) who will attend as required will not be allowed access to the site. 

Bidders will be requested to sign an attendance sheet. No alternative appointment will be given to bidders who do not attend or do not send a representative. Bidders who do not participate in the visit will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. 

MANDATORY CRITERIAS AT CLOSING DATE: 
- Bidders must hold a valid organization security clearance.

MANDATORY CRITERIAS PRIOR TO CONTRACT AWARD : 
- Integrity provisions:

Bidders must provide with their bid or promptly thereafter a complete list of names of all individuals who are currently directors of the Bidder. If the required names have not been received by the time the evaluation of bids is completed, Canada will inform the Bidder of a time frame within which to provide the information. Failure to comply will render the bid non-responsive.

Canada may, at any time, request that a Bidder provide properly completed and Signed Consent Forms (Consent to a Criminal Record Verification form - PWGSC-TPSGC 229) for any or all individuals aforementioned within the time specified. Failure to provide such Consent Forms within the time period provided will result in the bid being declared non-responsive.
