Title :	Regional Master Standing Offers (Multiple) for Road
Tractor and Semi-Trailer Rentals for
the Department of National Defence, Quebec Region

1. 	Description:  

Provide, on an as required basis, services related to road
tractor and semi-trailer rentals for short and long term, to the
Department of National Defence (DND), Quebec Region (excluding
the Gatineau Region). The sectors included in this standing
offer are: 

a)  Valcartier: including the Canadian Forces Base in Valcartier
and Defence Research and Development Canada (DRDC) Valcartier; 

b)  Longue-Pointe: including Canadian Forces Base in
Longue-Pointe, St-Jean and St-Hubert; 

c)  Bagotville: including Canadian Forces Base in Bagotville. 

The objective is to create a directory of offerors of road
tractor and semi-trailer rentals, by sector and for various
categories of vehicles and different rental periods (short term
(30 days or less) and long term (more than 30 days)). 

2.	Standing Offer Period:

The standing offer will be in effect from November 1, 2014 to
October 31, 2017, inclusively.

3.	Multiple Standing Offers:

Canada plans to issue multiple standing offers to offerors of
heavy vehicle rental services that meet the evaluation criteria
and method of selection set out in detail in this document. The
directory will be available for all sectors included in this
standing offer. 

4.	Value of the Standing Offers:

An undetermined number of standing offers may be established
subsequent to this Request for Standing Offers. To facilitate
the administration of the standing offers, all standing offers
issued as a result of this solicitation will reflect a "nil"
value ($).  This in no way limits the volume of business the
Offeror may do with the federal government. 

The total estimated value of all Standing Offers issued under
this Request for Standing Offers is $2,535,000.00 (applicable
taxes extra). This is an approximation of the requirement given
in good faith for financial bid evaluation purposes. It does not
represent a commitment by Canada.

5.	Other Information:

-  This requirement is subject to the Agreement on Internal
Trade (AIT). 
-  This requirement is limited to Canadian Services.
-  Offerors can submit an offer for one, two or three of the
sectors identified above. 
-  Offerors can submit an offer for one or more categories of
vehicle identified in Annex C, Table of Rates.

This PWGSC office provide purchasing services in both official
languages (French and English.)
