Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award. 2. Definition of requirements or expected results. The objective of this submission is to provide Polaris Class "A" or equivalent discipline simulator services with a field of vision of approximately 330 degrees. It should be noted that the three simulators must comply with the requirements of the International Maritime Organization International Convention on Standards of Training Certification and Watchkeeping (STCW-95) The following services are required: a) Exercise programming time b) Instructions on how to operate the simulator and assist the trainer. c) A course room d) Three simulators e) A common room and meals 3. Exemption from the Government Contracts Regulations and justification for the use of limited tendering Exception to the Government Contracts Regulations Exception 6(d): "only one person is capable of performing the contract." Justification for the use of limited tendering We believe that the proposed supplier is the only one who can provide us with discipline simulator services, with a 330-degree field of vision, that meet the following minimum technical specifications: a) Compatible with the warship models of the Departement of National Defense. b) Realistic visual presentation with a 330-degree horizontal plane and a 25-degree vertical plane c) Complete navigation bridge (equipment and instruments) d) Radars: ARPA and SVCEI e) AIS target visualization f) Conventional propulsion or Azimuthing Podded Propulsion g) Selection of carrier ships with six axes of freedom h) Recording of sessions for analysis and feedback i) Advanced ship/tow functionality j) Training on navigating the St Lawrence River to learn about its specific features and in coastal areas elsewhere in Canada and around the world. k) Four-hours or less travel time between the training location and the six cities listed below, regardless of the mode of transportation. This is a required specification, given that the participants are members of the Reserve occupying civilian jobs approximately from 8 am to 5 pm from Monday to Friday. For travel by air, there must be possible connections to the training location and the total travel time must be four hours or less from the following cities: - Sept-Îles - Saguenay - Quebec City - Rimouski - Trois-Rivières - Montreal l) The simulator components and the training must be in French. m) The supplier must be able to provide training for approximately 20 students. 5. Standing Offer Period The Standing Offer Period is three years from the time of the standing offer award. The supplier's representative will be informed at least one month prior to the target date to provide a one-day training session. 6. Value of the proposed standing offer The estimated value of the contract is between $250,000 and $500,000. 7. Suppliers' right to submit a statement of capabilities Suppliers who consider themselves to be fully qualified and prepared to provide the goods and/or services described in this notice can submit a statement of capabilities to the contact person identified in this notice before the closing date, also indicated in this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 9. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
