Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: The bidder must supply Canadian goods and/or services Attachment: None Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: (a) Title: Study of metamaterial optical properties for defence applications (b) Objective: To provide scientific and technical support for studying metamaterial electromagnetic and optical properties in the optical-to-infrared spec-trum for potential military capabilities in the future. These capabilities may include new and enhanced electro-optical sensors optics for surveillance and signature management for enhanced maneuverability. (c) Tasks: This task authorisation contract include the following tasks: Task 1: Low-index anisotropic metamaterials for beam focusing in EO detectors Task 2: Study, design, simulation, fabrication, characterization of metamaterials For each of the above task many sub-tasks are associted. (d) Work location: The Contractor must conduct the work at his own premises. (e) Client department : The services will be rendered to Defence Research and Development Canada (DRDC-Valcartier). (f) Period of the contract : The period of the contract is from the date of the contract to March 31, 2018 inclusive. (g) Estimated funding available The maximum funding available for the contract resulting from the bid solicitation is $60,000.00 CAD for the firm portion of the work (Task 1 of the statement of Work at Annex A) and is $790,000.00 CAD for the portion of the work to be performed on an as and when requested basis using a task authorization (task 2 of the Statement of Work at Annex A) (applicable taxes extra). Bids valued in excess of this amount will be considered non-responsive. This disclosure does not commit Canada to pay the maximum funding available. (h) Intellectual property rights Any intellectual property rights arising from the performance of the Work under the resulting contract will belong to the Contractor. (i) Other information : - The requirement is subject to the provisions of the Agreement on Internal Trade (AIT). - The requirement is limited to Canadian services.
