    INFRATEC INFRARED (IR) CAMERAS
    1.    Advance Contract Award Notice (ACAN)
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or co
    nstruction to a pre-identifiedsupplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a st
    atement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then
     proceed with the award to the pre-identified supplier. 
    
    2.    Definition of the requirement
    Public Works and Government Services Canada (PWGSC), on behalf of its client, Defence Research and Development Canada (DRDC), is proposing to ne
    gotiate the supply of two (2) infrared cameras.
    The required cameras models are INFRATEC 92973 (ImageIR 9300) and INFRATEC 92971 (ImageIR 8300 HP/50) or equivalent.
    DRDC is an organisation mandated to acquire data on trials and experimentations on fast events like projectiles in flight and explosions. Many trials require taking temperature measurements. Thermocouples are useful on specific trials but cannot be used when very hig
    h temperatures are reached or when vibrations are generated. These vibrations and extreme temperature (2000°C) are out of range of thermocouples specifications on the market. More, the reliability of thermocouples measurements is directly related to the capacity to keep good contact between the thermocouple and the objet measured, which is very difficult when vibrations are generated. The best way to take temperature measurements in these situations is thermography. Thermography allows taking measurements at very high temperatureand vibrations since there is no contact between the IR camera and the object. 
    Last developments in high speed thermography allow taking infrared pictures at a frame rate up to 1000fps and at resolution as high as 80 000 pixels allowing taking preciseand reliable measurements. There are also high de
    finition infrared cameras (1 300 000 pixels) that can be synchronized with other cameras of the same brand allowing precise measurements on large objects. Being able to synchronize two cameras allow taking continuous measurements, without losing data, over a large range of temperature (0-600°C)
    
    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
    Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements: 
    
    • Infratec cameras are the only cameras with the possibility to add an emissivity curve into the main software giving the flexibility to take measurements without having to make a long and painful compensation after taking the images.  
    
    • Infratec is also the only company to offer two filter wheels (5 positions each) giving the highest flexibility an infrared camera can offer. 25 combinations remotely controlled from the computer are possible.

    • To manually stop the NUC function
    • To give the camera internal temperature
    • To change the recordings speed
    • To export .avi movies of the recordings.
    • To start and stop manually the recording.
    
    4. Applicability of the trade agreement(s) to the procurement
    This procurement is subject to the Agreement on Internal Trade (AIT).
     
    5.   Government Contracts Regulations Exception
    The following exception(s) to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is
     capable of performing the work".
    
    6. Exclusions and/or Limited Tendering Reasons
    The following exclusion(s) and/or limited tendering reasons are invoked 
    under the (section of thetrade agreement(s) specified):
    Agreement on Internal trade (AIT)
    Paragraph 506.12 (b) of the AIT applies in respect of limited tendering 
    procedures when "for technical reasons, where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exis
    ts;”.
     
    7. Justification for the Pre-Identified Supplier
    InfraTec GmbH offers the only IR cameras available on the market, which 
    combine all the unique and essential characteristics required by DRDC. Consequently, in accordance with government contracting policy, it is proposed that a contract be awarded to Instruments Techno Test Inc., which is, the only authorised reseller of InfraTec products inCanada and to our knowledge, the only firm capable of supplying the products.
    
    8.    Ownership of Intellectual Property
    Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor.
    
    9.    Period of the proposed contract or delivery date
    The product must be delivered no later than ten (10) weeks following the co
    ntract award.

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
