    Supply an asphalt boiler as indicated in this request for
    Sept-Îles Regional airport. The asphalt boiler must be on a
    trailer. The material will be heated by liquid propane.  This
    equipment must have been used in other airports and proven its
    reliability and operating condition.
    
    
    The requirement is subject to the North American Free Trade
    Agreement (NAFTA), the Agreement on Internal Trade (AIT), Canada
    - Peru Free Trade Agreement, Canada - Colombia Free Trade
    Agreement and Canada - Chile Free Trade Agreement.
      Item	 Mandatory Technical Criteria
    1	The boiler will have to have a minimum capacity of 926 liters
    with a minimal capacity of heat oil transfer of 132 liters.
    2	A 6HP diesel engine will drive a mechanic agitator.
    3	The heating of the boiler will be done with a 410,000 Btu
    liquid propane burners that will heat during the working
    sessions.   An automatic control of the sealing material
    temperature is required to avoid and prevent fire.
    4	The body of the boiler must be in thick steel covered with
    epoxy paint for intense service.
    5	A mechanical agitator will allow a uniform mix of the sealing
    material.
    6	The gravity pouring of the liquid will be dispensed through a
    distributor valve of a minimum of 3 inches.
    7	The trailer will be built in an iron U- form for heavy-duty
    use.  All the joints must be sealed. Axles, in pairs, must be
    made for intense service and of industrial quality. A «pintle
    eye» coupling ring and security chains will be supplied with the
    machine.
    8	The trailer will be equipped with the required brakes and
    lights and in accordance with highway standards.
    9	The trailer must be compact and conceived for the asphalt
    boiler.
    10	The equipment must be painted in epoxy «international orange»
    color.  For reference purposes, Sico 585-762, Dupont #3216 or
    other equivalent color.
    
    
    
    Basis of Selection - Mandatory Technical Criteria
    
    A bid must comply with the requirements of the bid solicitation
    and meet all mandatory technical evaluation criteria to be
    declared responsive. The responsive bid with the lowest
    evaluated price will be recommended for award of a contract.
