Quebec Canada G3N1A1 Nature of Requirements: W7701-135593 Heat shield system Public Works and Government Services Canada intends to negociate with Les Ateliers Non-Tech inc., located in Sainte-Catherine-de-la-Jacques-Cartier on behalf of its client, Defence Research and development Canada - Valcartier (DRDC), for the purchase of two (2) heat shields ARV and three (3) heat shields AEV. Les Ateliers Non-Tech inc 220 Edward-Assh Sainte-Catherine-de-la-Jacques-Cartier, QC G3N1A1 Canada Minimum requirements Heat shields must meet the following minimum requirements: Features / capabilities of the system Cover completely the operator's compartment of the AEV and ARV vehicles without reducing the operational performances of the platform (AEV and ARV). The heat shield covers the operator's compartment of the AEV and ARV which is approximately 3 meters by 4 meters. The complete heat shield shall provide an internal temperature reduction of the platform of 25o Celsius with the addition of the heat shield. The complete heat shield shall be designed with hidden pockets for the installation of anchor points and metallic strengthening bars metal (anti-beating). The complete design shall be done with adjustable magnetic anchoring points for the fine fitting of the heat shield in order to leave an appropriate air space for convection. It is necessary to leave an air gap of at least 1 cm. Installation of sliding bands made of Teflon / Neoprene on the critical edges of the platform to avoid premature wear of the heat shield textile Spacing and raised sewing threads shall be placed on the edges of the platform to increase the effect of convection. Installation of exits of ventilation on the superior section of the vehicle to allow the warm air to be evacuated. These exits shall e positioned around the 2 hatches on the top and 6 hépiscopes of observation Installation of a bundle of additional spacing Polyaramide materials on horizontal parts of the platform to favor the convection in those areas Use of dust resistant and washable Velcros that are washable with a high pressure wash machine to allow quick installation and a fine adjustment Functional Specifications The heat shield system consists of a PVC coated 2 mm fiberglass textile with the inside covered with a thin film aluminized layer The color of heat shield is beige "White Sand" A 1,25 cm thick spacing textile made with high temperature resistan polyaramide is glued on the internal surface of the PVC fiberglass textile to allow a convective air flow The heat shield system must be capable of absorbing or reflecting all the spectre of radiation of the sun The specific mass of the heat shield must not exceed 250 g / m2 Melting point of the heat shield is over 200o Celsius All sewing must be sealed against dust and water Integrated Fireproof agents in all the parts of the textile Installation of anti-skid zones on the finished heat shield that are specific to the vehicle and the needs for the users Resistance against continuous beatings under high winds and on high speed vehicle (> 100 km / hr) Resistance to oil, lubricants and fuels used by in the Canadian Forces. To our knowledge, Les Ateliers NonTech inc. is the only enterprise that provide heat shields with the required functionalities and specifications above. Section 6 (d) of the Government Contracts Regulations applies in this case, because only one person or organization is capable of performing the contract. The article 1016.2(b) of NAFTA is applicable on the basis of limited tendering due to reasons where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists. The above reasons can also be found in Annex 4.4 in Articles 506.12(a) of AIT. All the deliverables must be received on or before 30 days after contract award. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
