    Nature of Requirements: 
    
    (a) Statement of Work: 
    This is a request for a Regional Individual Standing Offer (RISO) that is being conducted to obtain diagnostic services, reconditioning, repair of complete vehicle engines (internal and external components), including the supply and/or repair of some external parts such as the oil pump, Turbo, computer, water pump, air compressor, air conditioning and hydraulic pump; the services will be performed on request and as and when requested by the client.
    
    (b) Client: 
    Department of National Defence
    CFB Bagotville
    Alouette, Quebec, G0V1A0
    
    (c) Worksite: Works will be done at the Offeror's premises.
    
    (d) Transportation of Vehicles: 
        (i) Provide a towing service for the outbound and/or return of vehicles that are not in serviceable condition or that Contractor does not possess the qualification of the vehicle type concerned. 
       (ii) Provide of round-trip transportation service for vehicles in running order.
    
    (e) Categories of Vehicle: Passenger vehicles, sport utility vehicles (SUVs), minivans, light trucks and heavy-duty vehicles.
    
    (f) Number of Standing Offers (SO): Up to three responsive offers will be recommended for issuance of a standing offer each: 
    - If 3 responsive offers are received, 3 Standing Offers will be issued and the distribution will be as follows:
    (1) SO with the best rank:   45% of the volume of work awarded;
    (2) SO with the second best rank:  35% of the volume of work awarded;
    (3) SO with the third best rank:  20% of the volume of work awarded.
    - If only 2 responsive offers are received, 2 Standing Offers will be issued and the distribution will be as follows:
    (1) SO with the best rank:   60% of the volume of work awarded;
    (2) SO with the second best rank:  40% of the volume of work awarded.
    - If only 1 responsive offer is received, 1 Standing Offer will be issued at 100% of the volume of work awarded.
    
    
    (g) Period of the Standing Offer: Three-year period with two (2) years in option, beginning from the date of the Standing Offer, probably around January 20, 2020. 
    
    (h) Estimated Expense: $450,000 on 5 years, applicable Taxes not included.
    
    (i) Trade Agreements:  The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).
    
    (j) Canadian Services: The requirement is limited to Canadian services.
    
    (k) Epost Connect: This RFSO allows offerors to use the epost Connect service provided by Canada Post Corporation to transmit their offers electronically. Offerors must refer to Part 2 of the RFSO entitled Offeror Instructions and Part 3 of the RFSO entitled Offer Preparation Instructions, for further information on using this method. 
    
    
    This PWGSC office provides acquisition services to the public in both official languages.
    
    Offerors may request a debriefing on the results of the request for standing offers process. Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of the results of the request for standing offers process. The debriefing may be in writing, by telephone or in person.
