If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. DEFINITION OF THE REQUIREMENT Public Works and Government Services Canada (PWGSC), on behalf of its client, Defence Research and Development Canada (DRDC), would like to establish a contract in order to obtain a Near Eye Display-Automated Spectroradiometric Measurement System (GS-1290-NED-3RS) from Gamma Scientific Inc.. DRDC is seeking a system commercially available (COTS), designed and built specifically for near eye display device characterization which replicates real world conditions by matching the rotation axis of the measurement system with that of human eye while offering also fixed pupil rotation measurements. 3. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES(Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the requirements of the requirement and that it includes the following components and/or specifications: The main measurement unit is sufficiently compact to be fitted inside a helmet and equips with variable diameter (1 to 5mm) entrance pupil to simulate human eye (stricted or dilated) vision for accurate measurements. The equipment enables the following measurements on microdisplays: 1. Luminance and color uniformity 2. Spectral transmittance 3. Left/Right eye parallax 4. Display response time, contrast, field of view, and flicker 5. Display Transmittance modulation Transfer Function (MTF) 6. Symbology MTF, luminance and color 7. Spectral range (nm) - Must cover most of the visible and near infrared spectrum: - Minimum: less than or equal to 380; - Maximum: greater than or equal to 950 8. Wavelength resolution (nm/element): - 0.5 or less 9. Full horizontal field of view (FOV) covered (degree)Multiple field of view aperture selection for eye foveal region correlation measurement spot: - 160 or larger, for very wide FOV devices 10. Multiple field of view aperture selection for eye foveal region correlation measurement spot: - 2 degree (CIE 1931 observer): mandatory - 0.1, 0.3, 0.5, 1, 5, or 10 degree (CIE 1964): 3 selections at least 11. Multiple entrance pupil diameter selection (mm) - 1, 3, 5: mandatory - 2, 4, 7, 8, 9, 10: one selection at least 12. Spectroradiometer and spectral radiance source with power supply and calibration unit: - Must be provided with original calibration performed 13. Autofocus system for the NED-ASMS optics/telescope: - Must be provided with a focus range from 1m (or less) to infinity 14. Autocollimator for accurate automated alignment : - Must be provided 15. Flicker sensor: - Must be provided 16. Automated control of the NED-ASMS optics/telescope position and pointing direction allowing both true eye rotation pupil motions (by matching the rotation axis of the measurement system with that of human eye) and fixed pupil rotation measurements: - Must be provided 17. Proven measurement test and data/image analysis/reporting software module, including image color uniformity, auto-collimation alignment assistant, color and video test pattern generator, transmitted and display generated MTF measurement, response time and flicker measurements: - Must be provided 18. Adjustable mount (X - Z translation, Azimuth & Elevation angle) for the device under test (DUT): - Must be provided Quantity required: 1 Accessories: 1. Light touch controller (Windows rackmount computer with keyboard, display and mouse) with Light Touch software and preinstalled calibration files 2. Windows Control and Data Analysis software for GS-1290, GS1220 RadOMA Display and NVISthe Measurement Systems. 3. VP-6242M Iindustrial robot control of the NED-ASMS optics/telescope position and pointing direction pivoting at the entrance pupil and eye rotation axis. Mounted on an optical breadboard roll around console assembly. Includes Gamma Scientific Robot controller configuration software for Denso 6multi-axis robots and mounting the optics/NED telescope unit to Denso robots, cables routing and fixtures. 4. Color and Video test pattern generator and software. Outputs Standard VDU formats such as display Port and HDMI 4. APPLICABILITY OF THE TRADE AGREEMENT(S) TO THE PROCUREMENT This procurement is subject to the following trade agreements: o Canadian Free Trade Agreement (CFTA) o North American Free Trade Agreement (NAFTA) o World Trade Organization Agreement on Government Procurement (WTO-AGP) o Canada-European Union Comprehensive Economic and Trade Agreement (CETA) 5. GOVERNMENT CONTRACTS REGULATIONS EXCEPTION The following exception(s) to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work". 6.EXCLUSIONS AND/OR LIMITED TENDERING REASONS The following exclusion(s) and/or limited tendering reasons are invoked under the (section of the trade agreement(s) specified): Canadian Free Trade Agreement (CFTA) Chapter Five - Government Procurement Article 513: Limited Tendering 1. Subject to paragraphs 2 and 3, and provided that it does not use this provision for the purpose of avoiding competition among suppliers or in a manner that discriminates against suppliers of any other Party or protects its own suppliers, a procuring entity may use limited tendering in the following circumstances: (b) if the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons: (iii) due to an absence of competition for technical reasons. North American Free Trade Agreement (NAFTA) Part IV, Government Procurement, Chapter 10, Article 1016: 2. An entity may use limited tendering procedures in the following circumstances and subject to the following conditions, as applicable: b) where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists. Canada-European Union Comprehensive Economic and Trade Agreement (CETA) Chapter nineteen: Government procurement Article 19.12 - Limited tendering 1. Provided that it does not use this provision for the purpose of avoiding competition among suppliers or in a manner that discriminates against suppliers of the other Party or protects domestic suppliers, a procuring entity may use limited tendering and may choose not to apply Articles 19.6 through 19.8, paragraphs 7 through 11 of Article 19.9, and Articles 19.10, 19.11, 19.13 and 19.14 under any of the following circumstances: b) if the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons: iii. due to an absence of competition for technical reasons. 7. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER Gamma Scientific Inc. manufactures the Near Eye Display Automated Spectroradiometric Measurement System GS-1290-NED-3RS, including accessories, which combine all the unique and essential characteristics required by DRDC. Consequently, in accordance with government contracting policy, it is proposed that a contract be awarded to Gamma Scientific Inc., which is to our knowledge, the only firm capable of supplying the products. 8. OWNERSHIP OF INTELLECTUAL PROPERTY Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor. 9. PERIOD OF THE PROPOSED CONTRACT OR DELIVERY DATE The equipment must be delivered no later than ten (10) weeks following the contract award. 10. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
