    IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS
    
    Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Québec Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 
    
    Bids must be submitted by fax to the number indicated in the bid solicitation or electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows bidders to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.
    
    Hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

    The requirement is:
    a) The objective of this item is to inspect and refurbish 5 fans for the ventilation of the forward engine room, the aft engine room and the propulsion engine room regarding the Canadian Coast Guard Ship (C.C.G.S.) Radisson, in Quebec City, Quebec, in accordance with the Technical Specifications attached as Annex A and all related drawings.
    b) To carry out any approved unscheduled work not covered in paragraph a) above.

    PROPOSED WORK PERIOD
    Work is to commence and be completed as follows:
    Start: April 2022 or as per ship availability.
    End: 5 weeks after Start of Work.
    
    VIEWING - VESSEL (OPTIONAL):
    It is recommended that the Bidder or a representative of the Bidder visit the work site of the vessel.
    
    Given current concerns regarding COVID-19 and to ensure social distancing, only one Bidder at a time will be allowed to visit the site. Arrangements have been made for scheduled, three-hour site visits to occur between 8:00AM and 4:00PM between December 8 and December 15, 2021 (exact date to be confirmed later), at the following address:

    Scheduled blocks will be assigned on a first come, first serve basis. No more than 2 representatives of a Bidder, including their planned subcontractor representatives, may attend any given scheduled viewing. Social distancing practices must be followed while viewing the vessel in accordance with provincial and federal regulation and protocols, and as further instructed by the attending CCG representative leading the viewing. Bidders are requested to communicate with the Contracting Authority at melanie.parent@tpsgc-pwgsc.gc.ca  no later than December 7th, 2021 to confirm attendance, provide the name of the person(s) who will attend and indicate the desired time period within the visit period specified above. The bidder will then be assigned a vessel viewing time block, advised of the personal protective equipment requirements and the logistics related to their vessel viewing visit. 
    
    Bidders who do not confirm attendance and who do not provide the name(s) of the person(s) who will attend as required will not be allowed access to the site. Bidders will be requested to sign an attendance sheet. No alternative appointment will be given to bidders who do not attend or do not send a representative. Bidders who do not participate in the visit will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
    
    TRADE AGREEMENTS
    The requirement is subject to the Canadian Free Trade Agreement (CFTA). The requirement is exempt from the provisions of the WTO-AGP (Annex 4) and the other international trade agreements under the provision each has for shipbuilding and repair.
