BID SUBMISSION REQUIREMENTS Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Québec Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation. PROJECT DESCRIPTION The requirement is: a) To carry out the ship repair work regarding the Canadian Coast Guard Ship (C.C.G.S.) Leim, during the Winter layout at 15 rue Prince, Sorel-Tracy, Quebec, J3P 4J4, in accordance with the Technical Specifications attached as Annex A and all related drawings. b) To carry out any approved unscheduled work not covered in paragraph a) above. Information about the vessel Name : CCGS Leim Type : Near-Shore Fisheries Research Vessel Official Number : 836308 Year built : 2012 Main dimensions: Length : 22 m Beam (moulded) : 9.2 m Draft at full load : 3.5 m Tonnage (displacement) : 153.3 Propulsion : Diesel reduction PROPOSED WORK PERIOD Work is to commence and be completed as follows: Start: January 11, 2021. End: February 15, 2021. Note: The sea trials required in section 12.1 of the Specifications must take place on or around March 30, 2021. BIDDERS’ CONFERENCE No Bidders' Conference is planned for this requirement. MANDATORY VIEWING - VESSEL It is mandatory that the Bidder or a representative of the Bidder visit the work site. Given current concerns regarding COVID-19 and to ensure social distancing, only one bidder at a time will be allowed to visit the site. Arrangements have been made for scheduled, two-hour site visits to occur between 8:00AM and 4:00PM on Thursday November 19, 2020, at the CCG Base located at 15 Rue du Prince, Sorel-Tracy, QC, J3P 4J4. Scheduled blocks will be assigned on a first come, first serve basis. No more than 2 representatives of a Bidder, including their planned subcontractor representatives, may attend any given scheduled viewing. Social distancing practices must be followed while viewing the vessel in accordance with provincial and federal regulation and protocols, and as further instructed by the attending CCG representative leading the viewing. Bidders are requested to communicate with the Contracting Authority at Gabriel.Piras@tpsgc-pwgsc.gc.ca no later than Tuesday November 17, 2020, at 2:00PM to confirm attendance, provide the name of the person(s) who will attend and indicate the desired time period within the visit period specified above. The bidder will then be assigned a vessel viewing time block, advised of the personal protective equipment requirements and the logistics related to their vessel viewing visit. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation TRADE AGREEMENTS The requirement is subject to the Canadian Free Trade Agreement (CFTA). The requirement is exempt from the provisions of the WTO-AGP (Annex 4) and the other international trade agreements under the provision each has for shipbuilding and repair.
