    This bid solicitation cancels and supersedes previous bid solicitation number F3059-190020/A dated 2020/07/15 with a closing of 2020/09/23 at 14:00 Eastern Daylight Time (EDT). A debriefing or feedback session will be provided upon request to offerors who bid on the previous solicitation.
    
    The Canadian Coast Guard (CCG) Central Region would like to set up Standing Offer (SA) for specific marine navigation services.

    IMPORTANT NOTICE TO SUPPLIERS BID SUBMISSION REQUIREMENTS
    
    Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Québec Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 
    
    Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.
    
    Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

    Requirement : Standing Offer Charter services and support
    
    The Canadian Coast Guard (CCG), Central Region (C) and Atlantic Region, wishes to establish a Standing Offer for the delivery of immediate services to meet specific needs on a temporary and occasional basis, particularly during periods of unusually increased demand caused by unforeseen weather circumstances, heavier ice persistence, or other such pressing emergencies in St-Lawrence (SL) and Great-Lakes Sectors (GL). SL sector includes different Zones and areas of action, Matane, Rimouski, Cacouna, Quebec City, Trois-Rivières, Montreal, St-Lawrence Seaway (MLO section), as well as Baie des Chaleurs (for Atlantic and C&A). GL Sector includes Welland Canal, Lake Erie and all vicinities, Detroit River, Lake St Clair, St Clair river, Windsor, Sarnia, Lake Huron, Georgian Bay, St Mary’s river, Sault St Mary, Whitefish Bay, Lake Superior, Thunder bay and all the vicinities and ports surrounding these zones.
    
    The various types of service are listed here and better defined in Annex A:
    
    a) Icebreaking, Ice Navigation, Escorts of vessels, Track Maintenance and Flood control;
    
    b) Icebreaking,  Assistance of vessels beset in ice (the assistance of vessels excludes towing), Harbour breakout and Spring breakout;
    
    c) Towing Buoys that are adrift, off position and/or are a hazard to navigation. 
    
    The Offeror (service provider) must possess and maintain the following documents during the entire period of the validity of the Standing Offer (SO):
    
    a) Transport Canada inspection certificate for vessels used 
    
    b) Inspection certificate for lifting equipment
    
    c) Certificate of Proficiency for sailing in the waters covered in the area subject to the services to be provided
    
    d) Certificate of compliance to the International Safety Management (ISM) code
    
    e) Certificate for tug boat from Transports Canada
    
    f) Occupational health and safety certificate in the Province of work
    
    g) Radio Operator’s Certificate / licence
    
    h) DGPS
    
    PERIODS 
    
    The period for making call-ups against the Standing Offer will be from the issuance of the Standing Offer to October 5, 2021.
    
    If the Standing Offer is authorized for use beyond the initial period, the Offeror offers to extend its offer for two (2) additional periods,1 year each, from October 6, 2021 to October 5, 2022, and from October 6, 2022 to October 5, 2023 under the same conditions and at the rates or prices specified in the Standing Offer, or at the rates or prices calculated in accordance with the formula specified in the Standing Offer.
