The Software solution is to To support configuration management processes in a complex technical project and program environment, Canada seeks a commercially available product life cycle management system (PLM) software solution. The solution is initially for approximately 10 client users for the fiscal year ending 31 March 2015 and then, in subsequent option years, for a progressively increasing number of users until an estimate 350 active users. The requested software solution must include the licensed software, a 12-month warranty, maintenance services, any supporting software and all documentation. Consulting Services and training services must also be provided if requested. This solicitation will award a contract ending March 31, 2015, together with three (3) one-year irrevocable options allowing Canada to extend the contract and achieve its planned implementation objective. The user interface of the software solution must be in both French and in English. The software support services must be available during working hours of the Government of Canada in Montreal in French and or English. The customer is the Canadian Space Agency (CSA) located in St-Hubert (Longueuil), Quebec, Canada The term " client user " applies to the employees of the Canadian Space Agency (CSA) located in St-Hubert (Longueuil), Quebec, Canada. There is no security requirement associated with this solicitation. Integrity Provisions - Bid: Bidders must provide a list of names, or other related information as needed, pursuant to section 01 of Standard Instructions 2003. Former Public Servants : For services requirements, Bidders in receipt of a pension or a lump sum payment must provide the required information as detailed in section 2.3 of this bid solicitation The requirement is not subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Colombia Free Trade Agreement (CColFTA), the Canada-Panama Free Trade Agreement (CPanFTA) if it is in force For estimating purposes, see the table below of requirements for the contract period and for three (3) option years. OPTION year 3 2016-2017 170 270 100 12 Purchase possibility for the capacity of 80 additional users plus the maintenance cost to support current users. The government reserves the right to exercise additional purchases to increase this capacity up to a maximum of 220 new users, but a maximum of 350 users at the CSA, this, at the lowest price between that of the current year or the one of the subsequent year. OPTION year 4 2017-2018 80 350 50 6 Purchase possibility for the capacity of 40 additional users plus the maintenance cost to support current users. The government reserves the right to exercise additional purchases to increase this capacity up to a maximum of 350 total users. (*) Purchase possibility for the hours is estimated at 50% of amounts shown for the first year. Should Option(s) years be exercised, the same rule would apply. At any time during the contract years, the government reserves the right to request up to the double of the billable hours indicated. For this tender, a preference is given to Canadian products and/or services.
