    TITLE: Hyperspectral Target Detection
    
    1. SUMMARY
    
    (A) Title
    High performance hyperspectral target detection and identification data processing capability for airborne wide area search - HEERD follow on.
    
    (B) Tasks 
    The main objectives of this contract will be to improve the softwareHEERD and its computer HOP, the development and integration of data exploitation algorithms, engineering support for system demonstrations and analytical support for data exploitation and analysis. 
    
    HEERD and HOP ingest and process hyperspectral images from VNIR/SWIR and LWIR airborne sensors to achieve near real-time target detection and identification of gaseous, liquid or solid targets in near real-time using a combination of CPUs and GPUs to obtain optimum performances. The results are displayedalong with acquired high resolution imagery and maps.
    
    (C) Client department 
    The organization for which the services are to be rendered is Defence Research and Development Canada - Valcartier (DRDC - Valcartier).
    
    (D) Period of contract 
    The period of the contract is from October 1, 2017 to September 30th, 2022. 
    
    (E) Key information 
    i. The Contract is limited to$850,000.00, plus applicable taxes.
    ii. The Work will be carried out entirely on an "as and when requested basis" using Task Authorizations (TAs).
    iii. Canada has determined that any intellectual property rights arising from the performance of the Work under the resulting Contract will belong to Canada.
    iv. With the exception of one task the Work will be performed on Contractor’s site.
    v. For services requirements, Bidders must provide the required information, as detailed in article 3 of Part 2 ofthe bid solicitation, to comply with Treasury Board policies and directives on contracts awarded to Former Public Servant.
    vi. The requirement is limited to Canadian services.
    vii. There is a security requirement associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses.     viii. This procurement is subject to the Controlled Goods Program.
    ix. The requirement is subject to the Agreement on Internal Trade (AIT).

    Note: A contract with Task Authorizations (TAs) is a method of supply for services under which all of the work or aportion of the work will be performed on an "as and when requested basis". Under contracts with TAs, the work to be carried out can be defined but the exact nature and timeframes of the required services, activities and deliverables will only be known as and when the service(s) will be required during the period of the contract.
