    Nature of Requirements: 
    
    Deep Degaussing Range
    
    1) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting  a statement of capabilities.  If no supplier submits a statement of capabilities that meets   the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
    
    2) The Department of National Defense have a requirement for the refurbishment of the Ferguson’s Cove Deep Degaussing Range. It is intended to negotiate with Omnitech Electronics Inc. for items identified as:
    
     1. Range Array Interface Unit, Part number 2389-050
    
     2. Range Pressure Sensor Mounting Assembly, Part Number 2456-011-00
    
     3. Magnetic Range Sensor Mounting Assembly, Part Number 2456-010-00
    
     4. Sheltered Magnetic Range Backbone Cable, Part Number 2389-066-39/540
    
     
    3) Minimum Essential Requirements
    
     Any interested supplier must demonstrate by way of a statement of capabilities that its   system meets the following requirements:
    
    ITEM 1 (RANGE ARRAY INTERFACE UNIT)
     - warrantee coverage for the Range Array Interface for a minimum of 1 year after installation at DND’s Range Control Facilities. During this warrantee period the Vendor shall replace, at their own expense, any unit which is no longer serviceable excepting those which have been destroyed through carelessness and rough handling.
     - provide the necessary electrical and signal interfaces to the Omnitech 2389-002-FO Power Supply Data Transmitter. The signal interface components include data and timing signals via fiber optic media and electrical power via copper.
     - receive and process the encoded digital data (magnetic field, orientation, temperature and diagnostic) from up to 16 Omnitech 2389-001 Digital Magnetometers and two (2) pressure sensors that are connected to the 2389-002-FO Power Supply Data Transmitter. The Array Interface must receive and decode sensor data and diagnostic messages that are transmitted from the Power Supply Data Transmitter.
    - shall connect via separate junction box to the (4) copper power conductors and (4) SM 9/125 µm fibre optic cables in the Omnitech 2389-066 Series Sheltered Range Backbone Cable Assembly.
    - shall provide isolated and managed 225 VDC power via the Sheltered Range Backbone Cable to the Power SupplyData Transmitter unit for conversion to low-noise low-voltage power for the magnetic and pressure sensors, and internal circuitry of the Power Supply Data Transmitter. The 225 VDC power shall be low pass filtered and transient protected. Intelligent voltage and current monitoring shall be employed to automatically shut down and isolate the underwater electrical components if a fault is detected.
    - shall provide precise timing and sample rate signals to the Power Supply Data Transmitter which shall be derived from an onboard GPS disciplined clock source. The timing source stability and signal format shall be suitable for use with Omnitech’s sample clock generation circuitry in the Power Supply Data Transmitter. The Array Interface must provide a timing-clock loopback signal from the Power Supply Data Transmitter to allow precise characterization of the system timing parameters.
    - shall distribute the sensor data received from the Power Supply Data Transmitter to customer supplied processing equipment via TCP and UDP over Ethernet. The Array Interface shall not store or maintain a persistent copy of the range sensor data when power is removed.
    - shall provide system health monitoring and diagnostic functions controlled through a panel-mount XGA touch-screen display (colour LCD). The Array Interface shall connect to an Omnitech SM73-ADAS-2 Meteorological Sensor (NSN 6660-20-004-1983) and distribute high precision barometric pressure data via UDP over Ethernet to customer supplied processing equipment
    - shall be mountable in a standard 19” wide EIA equipment rack and measure not greater than 15.8” (401mm) high (9U) and 20” (508mm) deep. Weight shall not exceed 13Kg.
    
    ITEM 2 (RANGE PRESSURE SENSOR MOUNTING ASSEMBLY)
      - shall provide full warrantee coverage for the Range Pressure Sensor Mounting Assembly a minimum of 1 year after installation at DND’s Wright’s Cove Magnetic Calibration Range in Bedford Basin, Nova Scotia. During this warrantee period the Vendor shall replace, at their own expense, a mounting assembly which has failed excepting those which have been destroyed through excessive wear and tear such as anchor or towing cable strikes.
    - shall secure 2 units of Pressure Sensor, into place on the mounting pedestals at the DND Degaussing Calibration Range.
    
    -shall have securing/fastening assemblies that when hand tightened by divers at range depth (~20m), shall hold the Pressure Sensors securely in place for a period of one year with no perceptible loosening of the securing/fastening mechanism.
    - shall be rated to 100m depth in a saltwater marine environment.
    - shall provide full capability over the temperature range of -40oC to +40oC.
    - shall be constructed to the following tolerances: 0.01” for all dimensions, and 0.05 degrees for all angles. Sharp edges shall be removed with a maximum dimensional incursion into the corner of 0.01”.
    
    ITEM 3 (MAGNETIC RANGE SENSOR MOUNTING ASSEMBLY)
    - shall provide full warrantee coverage for the Magnetic Range Sensor Mounting Assembly a minimum of 1 year after installation at DND’s Wright’s Cove Magnetic Calibration Range in Bedford Basin, Nova Scotia. During this warrantee period the Vendor shall replace, at their own expense, a mounting assembly which has failed excepting those which have been destroyed through excessive wear and tear such as anchor or towing cable strikes.
    - shall secure 16 units of NSN 6625-20-A0G-3840, Digital Magnetic Range Sensor Node, into place on the mounting pedestals at the DND Degaussing Calibration Range.
    - shall have securing/fastening assemblies that when hand tightened by divers at range depth (~20m), shall hold the Magnetic Range Sensor Nodes securely in place for a period of one year with no perceptible loosening of the securing/fastening mechanism.
    - shall be rated to 100m depth in a saltwater marine environment.
    - shall provide full capability over the temperature range of -40oC to +40oC.

    ITEM 4 (SHELTERED MAGNETIC RANGE BACKBONE CABLE) 
     -  shall provide full warrantee coverage for the Sheltered Magnetic Range Backbone Cable for a minimum of 1 year after installation at DND’s Wright’s Cove Magnetic Calibration Range in Bedford Basin, Nova Scotia. During this warrantee period the Vendor shall replace, at their own expense, a cable which is no longer serviceable excepting those which havebeen destroyed through excessive wear and tear such as anchor or towing cable strikes.
    - shall provide the Signal Electrical Interfaces between the Range Array Interface Unit, and the Magnetic Range Power Supply Data Transmitter. The signal electrical interface components include Data, via Fiber Optic media, and electrical power via copper.
    - shall conduct Magnetic Signature data from 16 units of the Digital Magnetic Range Sensor Node, which has been harnessed in the Magnetic Range Power Supply Data Transmitter. This is a Fiber Optic channel.
    - shall have mechanical interfaces with the Range Array Interface Unit (dry building), and the Magnetic Range Power Supply Data Transmitter (underwater).
    - shall conduct isolated low-noise 225 VDC power from the Range Array Interface Unit, the Magnetic Range Power Supply Data Transmitter (PSDT).
    - shall have total length of 581.5m (+/- 17.5m) comprised of 3 sections as follows; Wet-Shallow Flexible 39m (+/-2m), Wet-Channel Armored 540m (+/- 15m) and Wet-Range Flexible 2.5m (+/- 0.5m).
    - Wet-Channel Armored Section shall be resistant to anchor and towing cable strikes with no drop in performance after an impact event.
    - shall be rated to 100m depth in a saltwater marine environment.

    6. Justification for the Pre-Identified Supplier 
    
    The supplier selected in advance andidentified in section 13, Omnitech Electronics Incorporated, is to our knowledge the only supplier meeting all the specifications required in the section 3.
    
    7. Government Contracts Regulations Exception(s)
    10.2 Exceptions 10.2.1 Section 6 of the Government Contracts Regulations contains four exceptions that permit the contracting authority to set aside the requirement to solicit bids. 
    
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 10.2 Section 6(d) - "only one person is capable of performing the work").
    
    8. The following exclusion(s) and/or limited tendering reasons are invoked under the section of the trade agreement(s) specified:

    AIT Article506 12. b. where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists;
    
    9. Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor.
    
    10. The period of the proposed contract will be delivery of all items within 180 days of contract. There will be no optional quantities.
    
    11. The estimated value of the contract, is $ 212,000.00 (GST/HST extra).

    Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN, may ask for a copy of the drawings in order to submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
