    This supplemental ITQ has been issued in order to provide additional suppliers the opportunity to seek qualification.  The only changes made compared to the original ITQ (no. W6839-20CY06/C) are blacklined in this document.  The original ITQ (no. W6839-20-CY06/C) has not been cancelled and evaluations of the responses received by the original closing date of August 20, 2021 are on-going.  Canada will not be finalizing evaluation results under the original ITQ until after it receives and evaluated any responses to this supplemental ITQ.
    Respondents who have already submitted a response to the originally posted ITQ W6839-20-CY06/C (posted on 21 April 2021 and closed on 20 August 2021) do not need to take any action.  In light of section 2.3.4, given that no Respondent is permitted to qualify more than once, if an existing Respondent also responds to this supplemental ITQ, it must withdraw its original response.  Otherwise Canada will not evaluate the new response.
    Projects and experience referenced by respondents  as  answers to mandatory and point rated criteria must have occurred on or before to the closing date of the original ITQ on 20 August 2021.  Projects and experience referenced after this date will not be considered.  
    
    This Invitation to Qualify (ITQ) is the first phase of a procurement process by Public Services and Procurement Canada (PSPC) for the CD-DAR Project on behalf of the Department of National Defence (DND). Suppliers are invited to pre-qualify in accordance with the terms and conditions of this ITQ in order to become “Qualified Respondents” for the later phases of the procurement process. Only Qualified Respondents will be permitted to respond to any subsequent solicitation issued as part of the procurement process.
    
    This ITQ  is neither a call for tender nor a Request for Proposal and is not to be considered in any way a commitment by Canada, nor as authority to potential respondents to undertake any work that could be charged to Canada. 
    
    Project Overview:  Through the CD-DAR Project the Department of National Defence (DND) / Canadian Armed Forces (CAF) will acquire defensive cyber solutions (translated into capabilities) to improve overall decision support and security of the DND/CAF cyberspace, including the ability to detect, analyze and respond to threats. The integrated CD-DAR capability must provide reliable contextual analysis to support DND/CAF decisions and actions within designated Command Network (Comd-Net) Extensions and Interfaces, and deployable Defence Wide Area Network (DWAN) systems. Ultimately, the CD-DAR capability will enable the CAF Cyber Force to defend the CAF’s freedom of action and interests in cyberspace in support of CAF missions and operations. Notwithstanding, CD-DAR must be designed to enable scalability to additional networking environments as and when appropriate. The project will be looking to adjust requirements in the Implementation Phase to account for industry changes, internal network modifications, and technology advancement.  It is Canada’s intention to have an iterative and phased approach to the implementation including relational contracting and an agile approach as part of a phased delivery.
