    1. Advance Contract Award Notice (ACAN) Explanation
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
    
    2.  Definition of the requirement
    
    Environment Canada requires 3 Ice Mass Balance (IMB) buoy for deployment in the Arctic, with deployments via snowmobile. The IMB buoy required is portable meaning it can be carried easily by one person and can be deployed with no training.  It provides accurate measurements of the temperature profile through the ice and snow at 2cm spacing and also measures air temperature.   Data will be transmitted by iridium and the service should include a website to view the temperature profile in real-time.
    
    The IMB buoys support a project led by the Canadian Ice Service to improve ice forecasting at the community scale. The buoys will be deployed rapidly in the ice, within snowmobile distance of communities, and will be recovered and re-deployed for 2-3 winters.
    
    It is intended to negotiate a contract with SAMS Research Services Ltd located in Argyll Scotland.
    
    The Contractor must supply and deliver three (3) IMB buoys with the option to purchase spare parts over the next three (3) years.
    
    3.  Criteria for assessment of the Statement of Capabilities
    
    Minimum Essential Requirements
    
    Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements:
    
    (i) Must be equipped with Iridium Satellite Telemetry and GPS position;
    (ii) All components in a waterproof, easily accessible container (i.e. pelican case);
    (ii) Sensors and parts must include:
    Battery Packs (up to 12 months of battery operating life)
    Thermistor String, 5m length, sensors every 2 cm
    Radiation shield
    Data Logger
    
    
    
    4.  Applicability of the trade agreement(s) to the procurement
    
    This procurement is subject to the following trade agreement:
    
    a) Canadian Free Trade Agreement (CFTA).
    
    5.  Justification for the Pre-Identified Supplier
    
    SAMS Research Services Ltd is the only known manufacturer that provides portable IMB buoys with the range of sensors integrated into a package suitable for deployment.
    
    6.  Government Contracts Regulations Exception(s)
    
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6 (d), only one person or firm is capable of performing the contract; for the patent or copyright requirements, or technical compatibility factors and technological expertise.
    
    7.  Exclusions and/or Limited Tendering Reasons
    
    The following exclusion(s) and/or limited tendering reasons are invoked under the section of the trade agreements specified:
    
    Canadian Free Trade Agreement (CFTA) - Article 513 (b), the goods or services can be supplied only by a particular supplier and no alternative or substitute exists, where there is an absence of competition for technical reasons and to ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative.
    
    8.  Period of the proposed contract
    
    The proposed contract is for a period of one (1) year with three (3) one-year option periods.
