Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: There is a MANDATORY site visit associated with this requirement where a personnel security screening is required prior to gaining access to the site. Consult Volume 1 Part 2 Bidder Instructions This requirement is subject to the Agreement on Internal Trade. The Department of National Defence (DND) is establishing a unit’s training capability at Canadian Forces Base (CFB) Kingston. Canadian Armed Forces (CAF) members must maintain a high level of proficiency in firing of small arms (9 mm; 5.56 mm) in static and tactical situations. DND has a requirement to acquire and support a twenty-five meter (25 m) indoor range that allows for lane firing at stationary targets, as well as the integration of a DND-owned simulation system enabling the simulation of realistic operational scenarios requiring fast decision making. It is imperative that the range acquired be modular and suitable for quick re-location.It is intended to award both an Acquisition contract and In-Service Support contract to a single successful Contractor under this solicitation process. The scope of work is detailed in Volume 2, Pre-Fabricated Modular Range Acquisition Resulting Contract, and Volume 3, Pre-Fabricated Modular Range In-Service Support Resulting Contract. The following represents a high-level view of the requirements: The acquisition contract scope includes: - Provide and install a range, meeting the requirements, including DND simulator integration - Complete the Project Management Tasks - Provide Engineering Support - Complete and pass Acceptance Testing - Provide certifications - Provide all the documentation requirements - Integrated Logistic Support - Provide training - Optional requirements The In-Service Support scope includes: - Technical Support - Field Service Representative Support - Additional Work Requests - Spare Parts provisioning - Request and Support Tracking - Range Operation Services There are security requirements associated with this requirement. For additional information, consult Volume 1 Part 6 - Security, Financial and Other Requirements, and Volume 2 and 3 Resulting Contracts. This procurement is subject to the Controlled Goods Program. The Defence production Act defines Canadian Controlled Goods as certain goods listed in Canada's Export Control List, a regulation made pursuant to the Export and Import Permits Act (EIPA). The Federal Contractors Program (FCP) for employment equity applies to this procurement. Delivery Date: 22/01/2018 The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
