ACAN EXPLANATION An Advance Contract Award Notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. DEFINITION OF THE REQUIREMENT Public Works and Government Services Canada, on behalf of Natural Resources Canada (NRCan), intends to negotiate with NovAtel Inc., of Calgary, Alberta for the provision of two (2) high-performance dual frequency GNSS receivers and external antennas, with connectors and cables, to support high accuracy geodetic measurements for field operations.. 3. CRITERIA FOR THE ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIAL REQUIREMENTS) Any interested supplier must demonstrate by way of a statement of capabilities that their radio receiver system meets the following minimum essential requirements: GNSS receivers must be configured with embedded PPP software that supports access to corrections in the RTCM-SSS standard using NTRIP protocol and must include GNSS antennas connectors and cables. The Receivers and Antennas must have the following characteristics: · High accuracy dual frequency receivers · L1-L2-L5 GPS · L1-L2-L3 GLONASS · B1-B2 Beidou · E1-E5a-E5b Galileo · L1 C/A code better than 5cm GPS, 10cm GLONASS · L1 carrier phase better than 1mm GPS, 2mm GLONASS · L2 P(Y) code better than 10cm GPS and GLONASS · L2 carrier phase better than 2mm GPS and GLONASS · L5 code better than 5cm GPS · L5 carrier phase better than 1mm GPS · Receiver must have embedded PPP software supporting access to GNSS corrections in RTCM-SSR standard using NTRIP protocol. · Receiver must use external antenna (no integrated antenna-receiver systems) · Receivers and antennas must be suitable for continuous operation when subjected to harsh climate and temperature fluctuations. (-30 C to +60 C) · Receivers powered by 12-28 Volts DC · Receiver power consumption must be less than 5W · Receiver must have removable data storage (minimum 2G) · Communication with receiver through Serial, Ethernet and USB · Receiver must be configurable using Serial, Ethernet and USB ports · Receiver configuration must be saved internally so that receiver can automatically resume previous tracking configuration after a power outage · Upgradeable firmware · Antennas must receive L1-L2-L5 signals from GPS, L1-L2-L3 from GLONASS, B1-B2 from Beidou and E1-E5a-E5b from Galileo 4. APPLICABILITY OF TRADE AGREEMENTS TO THE PROCUREMENT This procurement is subject to the following trade agreement(s): The Agreement on Internal Trade (AIT). 5. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER This equipment is unique in that it is an off the shelf system with embedded software that supports access to GNSS corrections using NTRIP protocol and accepts corrections in the RTCM-SSR international standard that enable centimeter-level precise point positioning. Compliance to the RTCM-SSR messaging standard is essential to validate the performance of the high-precision GNSS corrections distributed by Canadian Geodetic Survey. NovAtel Inc in Calgary, AB is the only company believed to be capable of providing this equipment. 6. GOVERNMENT CONTRACTS REGULATIONS EXCEPTION AND LIMITED TENDERING REASON The sole source justification is based on the absence of competition for technical reasons and the goods can only be supplied by the proposed contractor and no alternative or substitute exists. The following limited tendering reasons pertain to this requirement: i) Government Contract Regulations, Part 1, Section 6, (d): Only one person or firm is capable of performing the contract; ii) Agreement on Internal Trade (AIT), Article 506, 12. (b): Where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists. 7. OWNERSHIP OF INTELLECTUAL PROPERTY Intellectual Property will vest with the Contractor. 8. PROPOSED DELIVERY DATE The proposed delivery date is March 31, 2014. 9. SUPPLIERS' RIGHT TO SUBMIT A STATEMENT OF CAPABILITIES Suppliers who consider themselves fully qualified and available to provide the services and/or goods described herein, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 11. CLOSING DATE The closing date for a submission of a Statement of Capabilities is March 13, 2014. 12. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
