    Canada is seeking feedback from industry with respect to
    Industrial and Technological Benefits including Value
    Proposition, for the single antenna marine, dual-band, satellite
    communication (SATCOM) terminals. 
    
    This requirement is not subject to the international trade
    agreements and falls within the framework of the Defence
    Procurement Strategy announced on February 5, 2014, therefore,
    the Industrial and Technological Benefits (ITB) Policy,
    including the Value Proposition (VP) will be applied. For the
    winning bidder, the ITB obligation will be equal to the contract
    value. The VP will be a rated element of the evaluation
    framework for MSCU. The evaluation framework of the VP may be
    based upon, in part, Industry responses received.
    
    On September 28, 2012, Canada released a Price and Availability
    (P&A) W8472-135496/A for the Maritime Satellite Communications
    Upgrade (MSCU) requirement. The objectives of that process were
    to advise industry of the anticipated forthcoming requirement,
    receive information regarding existing SATCOM terminals and to
    receive detailed, non-binding cost information for project
    planning purposes.
    
    MSCU project involves the acquisition of ~30 SATCOM terminals to
    be installed by the Canadian Navy. The terminals will be capable
    of operating in Ku-band and X-band, certified for use in WGS
    Constellation and designed for use in maritime warship
    environment.
    
    It is anticipated that a draft Request for Proposal (RFP) may be
    released by late spring 2015 prior to the release of a formal
    Request for Proposal (RFP). This will help Canada to formalize
    the Industrial and Technological Benefits with regards to the
    Value Proposition approach and the RFP Terms and Conditions and
    resulting contract clauses.
    
    The draft RFP will allow suppliers an opportunity to review the
    requirement and submit their comments and feedback to Canada by
    a requested due date.
