    This document (W8475-16VMT2/G) will provide Industry with the FORMAL Request for Proposal (RFP) for the CASE Phase 2 project. 
    
    This RFP is published using feedback received from Industry from the CASE Phase 2 DRAFT RFP (W8475-16VMT2/D), and the subsequently published CASE Phase 2 questions and answers document (W8475-16VMT2/E).
    
    NOTE: There are differences contained in the Formal RFP for CASE Phase 2 not found in the Draft RFP, and ONLY this Formal RFP (W8475-16VMT2/G) should be consulted and utilized by Industry in the preparation of any bid document to be submitted to Public Services and Procurement Canada (PSPC) for the CASE Phase 2 solicitation.
    
    This version (W8475-16VMT2/G) denotes the official RFP from which a contract for CASE Phase 2 MAY be awarded. There will be no more Draft RFP’s issued or published.
    
    If you do not respond to this RFP, you will not be considered for CASE Phase 2 contract award.
    
    This requirement is published on behalf of the Department of National Defence (DND), for the Royal Canadian Air Force (RCAF). 
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Bids, comments and questions may be submitted in either official language of Canada.
    
    REQUIREMENT:
    
    The Department of National Defence (DND) has the provision to modernize the apprentice level Royal Canadian Air Force (RCAF) aircraft maintenance technician training conducted at the Canadian Forces School of Aerospace Technology and Engineering (CFSATE) at 16 Wing, CFB Borden, ON.
    
    CASE Phase 2 will procure Virtual Maintenance Trainer (VMT) suites under an acquisition contract to facilitate the instruction of the theory and operation of aircraft systems, the troubleshooting of those systems and the performance of functional checks. Six (6) VMT suites are required to be installed within CFSATE classroom areas. 
    
    CASE Phase 2 will also procure Part Task Trainer (PTT) devices under this same acquisition contract which will enable the students to bring the knowledge acquired from the VMT suite onto a physical training platform. The total number of PTT devices will include a minimum of eight (8) Communications Systems (CS) trainers, eight (8) Cockpit Instrumentation (CI) trainers, eight (8) Pitot Static (PS) trainers, eight (8) Navigation Systems (NS) trainers, and eight (8) Automatic Flight Control Systems (AFCS) trainers. 
    
    There are also tasks to be performed by the Contractor in the provision of In-Service Support (ISS) for the CASE Phase 2 VMT Suites and PTT Devices described above, which will be awarded as a separate ISS contract.
    
    SOURCING:
    
    This bid solicitation is intended to result in the award of two (2) contracts to only one (1) successful Bidder:  the CASE Phase 2 Acquisition Contract (CASE 2-ACQ) and the CASE Phase 2 In-Service Support (ISS) Contract (CASE 2-ISS).
    
    POLICY: 
    
    This requirement falls under GSIN 6930, Training Aids and Devices and therefore, taking into consideration other factors including cost, the following international trade agreements will apply:
    
     Canada - European Union Comprehensive Economic and Trade Agreement (CETA); World Trade Organization Agreement on Government Procurement (WTO-AGP); Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP); Canada - Chile Free Trade Agreement (CCFTA); Canada - Colombia Free Trade Agreement; Canada - Honduras Free Trade Agreement; Canada - Korea Free Trade Agreement; Canada - Panama Free Trade Agreement; Canada - Peru Free Trade Agreement (CPFTA); Canada - Ukraine Free Trade Agreement (CUFTA).
    
    The Canadian Free Trade Agreement (CFTA) will also apply.
    
    Provisions of the Comprehensive Land Claims Agreements (CLCAs) do not apply, as no work will be performed and no goods delivered in a land claim settlement area.
