    There will be four separate DRAFT Requests for Proposal (RFPs) related to the Land Command, Control, Communications, Computers, Intelligence, Surveillance & Reconnaissance (LC4ISR) Capability sustainment services.
    
    This is the first DRAFT RFP, and the subsequent three DRAFT RFPs will be published sequentially in the coming weeks in accordance with the proposed functional groupings identified in the RFI. This DRAFT RFP is not an invitation to submit proposals for the LC4ISR Capability System of Systems (SoS) Engineering and Integration (E&I) Sustainment Services RFPs.
    
    This DRAFT RFP is intended to further engage Industry and allow interested suppliers to provide comments, questions and feedback on the intended RFP. Canada may utilize the information and feedback received to develop the final RFP that is intended to be published shortly after the DRAFT RFP phase. It is intended that the formal RFP will be released within 4 weeks of this DRAFT RFP closing (subject to change). This DRAFT RFP will close on the date and time identified on page 1 of the DRAFT RFP.
    
    Canada requests interested suppliers to provide any feedback they may have on any aspect of the DRAFT RFP, but in particular, the areas of: Statement of Work including Core Work, Mandatory Technical Requirements, Project Management Requirements, Basis of Payment, Basis of Selection, Bid Compliance Matrix, and Resulting Contract clauses.
    
    Questions during this DRAFT RFP phase may not be answered and requests for extensions may not be granted.
    
    Respondents are requested to provide their feedback in writing (in their own format) to the Contracting Authority only on or before the closing date and time indicated in the DRAFT RFP document.
    
    The RFP will likely be subject to the National Security Exception (NSE). Due to the potential NSE, this procurement will likely be limited to Canadian suppliers only. Bids from foreign suppliers will not likely be considered.
    
    Canada will require the winning bidder to meet the security requirements set out in the Security Requirement Check List (SRCL) and security clauses. Canada will publish the final SRCL and the contract security clauses as soon as they become available. 
    
    Foreign Ownership, Control and Influence (FOCI) evaluations are likely required for the selected winning bidder as the Work under the contract requires access to sensitive information, assets and/or sites. The selected winning bidder must complete and submit a FOCI Questionnaire and associated documentation prior to contract award.     1. This Draft Request for Proposal (RFP) document is published to further engage industry to seek feedback on the contractual and technical requirements of the RFP. The deadline to provide feedback is by the closing date on the main page of the solicitation.
    2. Interested suppliers are advised not to submit any proposal in response to this DRAFT RFP.
    3. Interested Suppliers are requested to provide the Rough Order of Magnitude (ROM) cost for the System of System (SoS) Engineering and Integration Facility in accordance with Appendix A5.
    4. Interested Suppliers who wish to participate in this solicitation process, please provide your organization’s security clearance status to the Contracting Authority with your feedback to the DRAFT RFP including the ROM cost by the deadline listed above.
