Refresh of Supply Arrangement EV394-060010
Public Works and Government Services Canada (PWGSC) is posting a
Notice of Proposed Procurement (NPP) on MERX which will allow
additional Suppliers to submit offers to become Supply
Arrangement (SA) Holders.

Current SA Holders ARE NOT REQUIRED to submit an offer and WILL
NOT be deleted because of the addition of new SA Holders.

Period of Supply Arrangement (SA)
This Request for Supply Arrangement (RFSA) will result in
National Master Supply Arrangements that will have no defined
end-date and will remain valid until such time as Canada no
longer deems it to be advantageous to do so.  PWGSC will issue a
refresh RFSA to enable new suppliers to become SA Holders for
the provision of Hazardous Waste and Disposal Services.  New
compliant suppliers resulting from the refresh process will be
issued SA's and their names will be added to the existing SA
Holder list.

Requirement 
Request for Supply Arrangement for Hazardous Waste Disposal
Services as required for various Federal Government Departments
and Agencies within Canada.  The scope of work includes, but is
not limited to the following:  provide all labour, material,
equipment, tools and supervision necessary for the
identification, labeling, packaging, preparation of profile
documentation sheets, loading, transportation and
disposal/destruction of user-generated hazardous waste products
in accordance with the Statement of Work detailed in the Request
for Proposals issued against the SA.

A Supply Arrangement is a non-binding arrangement between Canada
and a pre-qualified supplier that allows departments and
agencies to award contracts and solicit bids from a pool of
pre-qualified suppliers for specific requirements within the
scope of the SA. The intent of a SA is to establish a framework
to permit expeditious processing of individual bid
solicitations, which result in legally biding contracts for the
goods and services described in those bid solicitations.

The SA is not in itself a Contract, but rather a base document
that forms part of the future Request for Proposal (RFP) and
resulting contract. When issued a SA, the supplier accepts the
obligation to provide the specified goods in accordance with the
SA, under any resulting contract that may be awarded. Any
resulting contract will be established as a result of a RFP. 
These RFPs will specify the specific requirements, and may
contain additional terms and conditions that the supplier must
meet.
