SUMMARY The COSPAS-SARSAT programme is an international initiative for the development of a coordinated satellite system for Search and Rescue (SAR). It is a system designed to provide distress alert and location data to assist SAR operations, using satellite and ground facilities to detect and identify the transmissions of distress radio beacons and determine the geographic location of the transmitting radio beacons. The position and other related information is forwarded by the responsible COSPAS-SARSAT Mission Control Centre (MCC) to the appropriate national SAR authorities. The objectives of the Canada Medium Earth Orbit Search and Rescue (MEOSAR) project are to implement and commission the Canadian contributions to the international COSPAS-SARSAT MEOSAR system in collaboration with the United States (US). The MEOSAR Project is composed of two segments: a space segment and a ground segment. The work required under this procurement applies only to the space segment. The mandate of the space segment of the MEOSAR Project is to deliver up to twenty-two flight ready Search and Rescue/Global Positioning System (SAR/GPS) repeaters with a single flight ready spare repeater. These repeaters and associated test equipment will be delivered to the US Government for integration in the next generation of USAF GPS-III satellites. The delivery of these SAR/GPS repeaters will fulfill Canada’s obligations with respect to the International COSPAS-SARSAT Programme Agreement (ICSPA). The expected duration of the project is fifteen years. The work to be performed under this procurement includes the design and manufacturing of flight ready repeaters, Engineering Model, Engineering Qualification Model, Automated Test Systems, Simulators and all associated design, test and manufacturing documentation. The client department for this requirement is the Department of National Defence. 2. SECURITY REQUIREMENT There are security requirements associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements and Part 7 - Resulting Contract Clauses. TRADE AGREEMENTS This procurement is not subject to any Comprehensive Land Claim Agreement (CLCA) nor has it been set-aside for Aboriginal Business under the federal government's Set-Aside Program for Aboriginal Business. The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA). 4. CONTROLLED GOODS This procurement is subject to the Controlled Goods Program. The Defence Production Act defines Canadian Controlled Goods as certain goods listed in Canada’s Export Control List, a regulation made pursuant to the Export and Import Permits Act (EIPA). 5. FEDERAL CONTRACTORS PROGRAM The Federal Contractors Program (FCP) for employment equity applies to this procurement; refer to Part 5 - Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the attachment titled Federal Contractors Program for Employment Equity - Certification. 6. FAIRNESS MONITOR An independent third-party Fairness Monitor will observe the procurement process. Based on its observations, it provides an impartial opinion on the fairness of the monitored activities. REQUEST FOR PROPOSAL DOCUMENT DISTRIBUTION Several Request for Proposal (RFP) documents are subject to release restrictions as they have been identified as falling under one of the following categories: a) Subject to the Defence Production Act (DPA); b) Subject to International Traffic in Arms Regulations (ITAR). Canada must adhere to the requirements of DPA and ITAR. Information under this RFP which contains controlled goods as listed in the DPA Schedule and US origin controlled technical data will only be made available to bidders that have requested and obtained the required approvals through the Contracting Authority. When requested by bidders, the Contracting Authority will provide bidders with instructions on how to obtain the required approvals. 8. INDUSTRIAL AND TECHNOLOGICAL BENEFITS This procurement is subject to the Industrial and Technological Benefits (ITB) Policy. The details of each of the ITB requirements are addressed in the solicitation. 9. EVALUATION AND SELECTION METHODOLOGY Proposals will be evaluated against Mandatory and Point-Rated criteria. The responsive bid receiving the highest responsive combined rating of Technical Merit, Price and ITB Value Proposition will be recommended for award of contract. 10. CONTRACTING AUTHORITY The Contracting Authority (or delegated representative) is responsible for the management of the Request for Proposal and any resulting Contract.
