    Requirement
    Regional Individual Standing Offer for plant breeding winter
    nursery services in New Zealand on an "as and when requested"
    basis by Agriculture and Agri-Food Canada (AAFC) various
    locations in Alberta, Saskatchewan and Manitoba.
    
    The services required are to plant, manage, and harvest cereal
    lines for individual AAFC plant breeding programs and to plant,
    manage, harvest and condition pure-seed, bulk planted pedigreed
    increase plots of cereal lines or varieties to the equivalent of
     Canadian Breeder Seed Standards.  The services include
    arranging physpanotary inspection / certification and other
    documentation for all seed shipped to Canada and delivery of the
    packaged seed to a commercial shipping agent at the Christchurch
    airport.
    
    This is an on going plant breeding research program in New
    Zealand.  The soil and climatic conditions (October to March)
    are similar to summer growing conditions in Canada.  For
    example:  the latitude permits the expression of genetic
    day-length sensitivity.  The earliness of the growing season
    permits early maturation of the crop in time for early return
    shipment to Canada.  Natural levels of disease infection permit
    selection for genetic resistance to several diseases of economic
    importance in Canada.
    
    THE STANDING OFFER WILL BE FOR A TWO YEAR PERIOD FROM 15 AUGUST
    2012 TO 14 AUGUST 2014.
    
    If the Standing Offer is authorized for use beyond the initial
    period, the Offeror offers to extend its offer for an additional
    one year period, from 15 August 2014 to 14 August 2015 under the
    same conditions and at the rates or prices specified in the
    Standing Offer, or at the rates or prices calculated in
    accordance with the formula specified in the Standing Offer.
    
    Sole Source Justification:
    There are no other companies in New Zealand that are capable of
    performing the magnitude of the work required. This is a
    specialized nursery and AAFC requires the expertise that this
    company has to grow the unique experimental genetic materials 
    and ensuring their integrity.  This requirement gives AAFC a
    second generation in the same year and speeds up the breeding of
    AAFC's crops.
    
    
    Total estimated Cost: $400,000.00 New Zealand Dollars per year.
    
    GCR Exemption:
    d) only one supplier (person or firm) is capable of performing
    the contract.

    12) to ensure compatibility with existing products, to recognize
    exclusive rights, such as exclusive licences, copyright and
    patent rights, or to maintain specialized products that must be
    maintained by the manufacturer or its representative;

    You are hereby notified that the government intends to negotiate
    with one firm only as identified above. Should you have any
    questions concerning this requirement, contact the contracting

    An Advance Contract Award Notice (ACAN) allows departments and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a good, service or construction contract to a
    pre-identified contractor. If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting authority will proceed to a full
    tendering process.
    
    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein, may submit a
    statement of capabilities in writing to the contact person
    identified in this Notice on or before the closing date of this
    Notice. The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the
    closing date of the ACAN must appear on the outside of the
    envelope in block letters or, in the case of a facsimile
    transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
