    This bid solicitation cancels and supersedes previous bid
    solicitation number M5000-151558/A dated 2014-11-17 with a
    closing of 2015-01-26 at 2pm CST. A debriefing or feedback
    session will be provided upon request to
    bidders/offerors/suppliers who bid on the previous solicitation.
    
    
    
    A Regional Individual Standing Offer for the supply and delivery
    of Setina Prisoner Partition Shields for the Royal Canadian
    Mounted Police for the provinces of Alberta, Saskatchewan and
    Manitoba on an "as required" basis. Full details of the
    requirement are detailed in the Requested for Standing Offer
    (RFSO). 
    
    The duration of the Standing Offer is from the date of issuance
    to 31 March 2016 with two (2) option years (01 April 2016 to 31
    March 2017 and 01 April 2017 to 31 March 2018).
    
    Pursuant to section 01 of Standard Instructions 2006, offerors
    who are incorporated or a sole proprietorship, including those
    submitting offers as a joint venture, must submit a complete
    list of names of all individuals who are currently directors of
    the Offeror, or the name of the owner, as applicable. Offerors
    submitting offers as societies, firms, or partnerships do not
    need to provide a list of names. Furthermore, as determined by
    the Special Investigations Directorate, Departmental Oversight
    Branch, each individual named on the list may be requested to
    complete a Consent to a Criminal Record Verification form and
    provide associated information.
    
    The requirement is subject to the provisions of the World Trade
    Organization Agreement on Government Procurement (WTO-AGP), the
    North American Free Trade Agreement (NAFTA), and the Agreement
    on Internal Trade (AIT).
    
    This Standing Offer will not be for deliveries of goods or
    services in a CLCA or PSAB area.   The RFSO/RFSA description of
    goods and services clearly states that the SO is not for
    deliveries of goods or services in a CLCA area.
    
    
    
    
    No Substitute requirement justitication
    This requirement has been deemed no substitution to maintain
    consistency in the RCMP Operational Vehicles both for
    installation and conformity of equipment. Maintaining consistent
     installation practices ensures that installation technicians do
    not need to be trained on the installation of multiple products.
    It allows for a consistent installation approach in all
    vehicles. Within the RCMP, Officer Safety is of utmost
    importance, maintaining a consistent working environment within
    the operational vehicles plays an important role in reaching
    this goal.
    
    The Setina Partition Shields have already been deemed acceptable
    for space, quality and safety requirements for each vehicle type
    
    To maintain consistency in the fleet for both ease of
    installation and officer safety, purchasing the Setina
    manufactured Partition Shields is required.
