    Agriculture and Agrifood Canada, Swift Current, SK has a
    requirement for the establishment of a Standing Offer for the
    delivery of whole genome genotyping on wheat samples.
    
    Sole Source Justification 
    (d) Only one supplier is capable of performing the work.
    
    Diversity Arrays Technology Pty Ltd provides whole genome
    genotyping via their patented Wheat PstI(TaqI) v.3 hybridisation
    chip. The nature of this technology (Diversity Arrays Technology
    or DArT) allows for minimal input, low cost, high throughput,
    whole genome genotyping directly from genomic DNA.
    
    The DArT service will provide whole genome genotyping on wheat
    lines from AAFC research populations. Genotyping will be
    accomplished via chip hybridisation technology whereby a
    fragment of a submitted wheat DNA sample hybridises to a point
    on the chip comprised of genomic representations of wheat
    (DArTmarkers that cover the genetic diversity of the species) if
    the DNA sample contains a sequence complimentary to the marker.
    The Wheat PstI(TaqI) v.3 chip developed by Diversity Arrays
    Technology Pty Ltd contains 7,000 markers which are analyzed in
    parallel creating a high throughput, efficient and cost
    effective way to obtain the whole genome dataset.

    (d)	Only one supplier, person or firm is capable of performing
    the contract.
    Diversity Arrays Technology Pty Ltd is the only vendor that
    provides a genotyping service (DArT) whereby the customer can
    submit genomic DNA samples for testing.
    
    DArT® detects INDELs and single base changes without the need
    for DNA sequence information, therefore generating random
    genetic information. The information is valuable for us to use
    in mapping genes for traits of interest.  The process of
    generating the random genetic information is patented to
    Diversity Arrays Technology Pty Ltd and AAFC requires these
    services in order to obtain randomly generated DNA markers based
    on a clonally propagated, broad DNA representation to which a
    reduced representation of DNA from our lines is applied.

    You are hereby notified that the government intends to negotiate
    with one firm only as identified above. Should you have any
    questions concerning this requirement, contact the contracting
    officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a good, service or construction contract to a
    pre-identified contractor. If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting authority will proceed to a full
    tendering process.
    
    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein, may submit a
    statement of capabilities in writing to the contact person
    identified in this Notice on or before the closing date of this
    Notice. The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the
    closing date of the ACAN must appear on the outside of the
    envelope in block letters or, in the case of a facsimile
    transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
